Description
The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a to purchase a nationally representative survey data set that provides information on the satisfaction of new vehicle buyers with their new vehicles from an established company with a multi-year history of administering new vehicle consumer satisfaction surveys. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 541910 Marketing Research and Public Opinion Polling with a small business size of $15,000,000.00. The database shall contain survey results for newly purchased model year 2016 vehicles (or, alternatively, survey results for newly purchased vehicles for the most recent model year for which survey results are complete). The Contractor shall provide the survey questionnaire, a database containing the individuals' responses to those survey questions as well as technical information about the vehicles, a description of the software requirements for using or accessing the database, and documentation about the survey and the database. The Contractor shall provide documentation of the survey process, including, at a minimum; How the Contractor identifies potential survey respondents, its process to gain their participation, the statistical validity of the survey as a representative sample of new vehicle purchases in the relevant model year in the United States. The database shall contain socio-demographic information on each survey respondent. At a minimum, the database shall contain information for each survey on the respondent's age, income, and gender. EPA shall have the ability to make public the results of its statistical analyses of the purchased database, as well as sample statistics (e.g., means and standard deviations) for the data. The full Statement of Work, which will be included in the solicitation, describes and sets forth all requirements for the consumer satisfaction survey. The survey database described in the full Statement of Work shall allow for data collection, processing and reporting in keeping with the minimum requirements of current operations, while meeting the requirement standards. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include meeting or exceeding the SOW requirements; past performance; content; database quality; data access, handling and use of the data in public documents.
