- DRAFT PWS Sources Sought Notice for Information Notice Type: Sources Sought Classification Code: Communication, detection and coherent radiation equipment NAICS code: Repair & Maintenance/ 811213 -Communication Equipment Repair & Maintenance On behalf of the Communications and Electronics Command (CECOM) Integrated Logistics Support Center (ILSC), the Army Contracting Command, Aberdeen Proving Ground (ACC-APG), MD is sending out this request for information (RFI) in seeking entities interested in providing inspection, analysis and repair services for "Depot Level Repair for a PP-8190/G Battery Charger, and the CTM-100/C Protocol Converter Unit" The contractor shall furnish the labor, material, and equipment necessary to accomplish the repair within the Repair Turnaround Time (RTAT). The Government is requesting that the contractors review the attached DRAFT PWS and provide a response to the Government in accordance with the below submission requirements on the following questions to encourage competition and exchanges of information: 1. Will your company propose on this effort? Yes or No? a. Detailed technical data such as engineering drawings, specifications and other technical data are not available from the Army. b. Do you possess the technical data rights needed in order to perform these services? c. If not, are you able to obtain the technical data rights needed to perform these services? d. If yes, please indicate the amount of time required to develop a proposal, 14 or 30 days. e. If not, please explain. 2. Does your company consider this a Firm Fixed Price (FFP) effort or Cost plus Fixed Fee (CPFF) type effort? a. If CPFF, does industry consider this a completion or term effort? b. Given your answer to item 1a above what type of additional data/metrics/etc if any,would need to be included in the requirements package to be proposed as a CPFF (term or completion) or FFP effort? 3. Please provide any questions, comments and feedback on the attached Performance Work Statement and its contents. 4. Please include the following with your response: a. Name and address of firm 5. Is your company aware of any Organizational Conflicts of Interest (OCI) between itself and the US Army Communications-Electronics Research, Development and Engineering Center (CERDEC)? Neither unsolicited proposals nor any kind of offers will be considered in response to this RFI. Responses to this RFI are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses shall be submitted in writing using (Times New Roman, Font 12) through email to US ARMY CONTRACTING COMMAND, ATTN: Kathleen O'Mara at Kathleen.e.omara.civ@mail.mil by October 28, 2016 at 4:00PM (EST). All information received in response to this RFI that is marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be addressed.
