Description

Synopsis: This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Refuse Services to the Puerto Rico National Cemetery, No. 50 Ave. Cementerio Nacional, Hato Tejas, Bayamón, Puerto Rico 00961. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 562111 Solid Waste Collection Services. The Small Business Size Standard is $38.5 Million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work Contractor shall provide all labor, equipment, supplies, vehicles, transportation and supervision to render complete pick up and disposal services for: non-hazardous solid waste, excess fill-dirt from spoils area, vegetative material, and recycling material at the Puerto Rico National Cemetery, Bayamón, Puerto Rico. The address of the cemetery is below: Puerto Rico National Cemetery #50 Ave. Cementerio Nacional Hato Tejas Bayamón, Puerto Rico Service Required The contractor shall provide One (1) forty (40) cubic yard open top container for non-hazardous solid waste; one (1) twenty (20) cubic yard open top container for excess fill-dirt from spoils area; one (1) twenty (20) cubic yard open top container for vegetative material; and one (1) six (6) cubic yard container for recycling material, to be located at Puerto Rico National Cemetery, Bayamón, Puerto Rico. Pick-Up/Delivery (return of containers) Specifications The location for pick-up and delivery will be a designated area at Puerto Rico National Cemetery #50 Ave. Cementerio Nacional, Hato Tejas, Bayamón, Puerto Rico 00961. Government delivery working hours will be Monday through Friday from 7:30 AM through 2:30 PM; no delivery on Federal Holidays and weekends. Related Work All contract personnel operating motor vehicles shall have a valid Commonwealth of Puerto Rico driver s license. Conduct at the Cemetery While delivery the service at PRNC, contractor shall be responsible to adhere to the following standards of dress and conduct. National cemeteries are National Shrines. Contractor personnel appearance and conduct shall be professional and unobtrusive at all times. Contractor personnel shall behave with appropriate decorum, courtesy, and respect while within the cemetery, its perimeter, or entrances. Shouting, cursing, angry outbursts, sleeping, intoxication, unsafe driving, and criminal activity of any kind will not be tolerated. All contractor personnel operating vehicles will have a valid driver s license. Contract personnel shall conduct themselves in a professional manner. The Government reserves the right to refuse acceptance of any contract personnel if personal or professional conduct jeopardizes the performance of the contract. Intoxication, drug use, theft, dereliction, negligence, etc. in performing tasks or other serious conduct shall be cause for removal and replacement of offending individual. VAAR 852.237-70 Contractors Responsibilities (APR 19840) The contractor shall be responsible for any injury or damage to personal or public property that occurs during the delivery of this service that is caused by their employees fault or negligence, and shall maintain personal liability and property damage insurance having coverage for limits as required by the laws of the Commonwealth of Puerto Rico and this contract. Further, it is agreed that any negligence of the government, its officers, agents, servants, and employees, shall not be the responsibility of the contractor hereunder with the regard to claims, loss, damage, injury, and liability resulting there from. The parties agree that such personnel shall not be considered PRNC employees for any purpose and shall be considered employees of the contractor. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
