Description
The Bureau of Engraving and Printing (BEP) in Washington, D.C. Intends to award a sole source firm-fixed price commercial contract to International Banknote Designers Association, Voie du Chariot 3, 1003 Lausanne, Switzerland, on a sole source basis for the advisory and assitance services for Banknote Designers of the BEP. The Period of Performance for Contract Award will be one (1) twelve months base period plus two (2) 12 month option periods. DESCRIPTION OF SUPPLIES/SERVICES: Treasury has announced its intent to develop the next family of US Banknotes. BEP's challenge is to develop a highly producible and highly secure family of notes which performs flawlessly in commerce. A key component of this challenge is the underlying design of the banknote family. BEP's Banknote Design team is comprised of world-class artists with a diverse background in the arts. Each designer has served a 7-year banknote design apprenticeship and is a full-fledged journeymen banknote designer. The BEP is interested in respondents capable of providing a neutral, independent and objective advisory and assistance service, to develop a plan to enhance and optimize the banknote design capability of BEP staff through the development of individualized continuing education plans. Additionally, these potential future requirements would include onsite subject matter expert critique of emerging concepts and designs as BEP moves through the development processes. SCOPE OF WORK The scope of these advisory and assistance services covers all areas of Banknote development and how these areas impact design and engraving. This includes but is not limited to Banknote Engraving, Banknote Manufacturing/Production, Banknote Design (including layout), and Integration of Banknote Features including Security Features). SMEs should be masters at understanding Banknote development and communicating their ideas and experiences to BEP's banknote designers. Scope includes development of a continuing education plan individualized for each of 4 BEP banknote designers. The continuing education plan should focus on building the strengths of each designer so that BEP can deliver a highly secure, highly manufacturable family of notes which functions flawlessly in commerce. Scope also includes peer-to-peer discussions (via phone or in person) between BEP banknote designers and SMEs as part of the continuing education. Additionally, the scope includes what BEP has identified as critique services. BEP's design process will leverage critiques as candid conversation about the pros and cons of a design in order to improve and further develop the work. By leveraging banknote design SME's, these external critiques will allow BEP banknote designers to obtain candid feedback about how the work fulfills the goals and needs of the project. These critiques will provide the banknote designers with objective, constructive direction and course-correction if needed. NOTE: Confidentiality and security of materials is required for this contract. BEP will be sharing concepts and designs for the next family of US Banknotes. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by October 31, 2016, 12:00 p.m. (ET). Responses shall be submitted via e-mail to Michael.palmer@bep.gov.
