Sources Sought Notice Ski Retreat SOW Development Retreat SOW SOURCES SOUGHT (1) Developmental Retreat Blanket Purchase Agreement (BPA) (1) Ski Retreat Blanket Purchase Agreement (BPA) The 9th Contracting Squadron is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest and the resources to support the requirement for (1) Developmental Retreat and (1) Ski Retreat. These are two separate efforts with similar requirements and are being posted together for market research and administrative purposes. The resultant contracts will be separate. The result of this market research will contribute to determining the method of procurement and all revisions, if necessary. The applicable North American Industry Classification System (NAICS) code assigned to these procurements is 721110. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the capability to perform these services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and socioeconomic status of the organization; 2) Tailored capability statements addressing the particulars of this effort (also identifying which retreat you are able to host), and 3) response to the questions below, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate the responses received to ascertain potential market capacity to: 1) provide services consistent in scope and scale with those described in this notice and attached Statements of Work and otherwise anticipated; 2) revise the Statement of Work, as necessary, to align to standard commercial practices while fulfilling the needs of the Government to form a mutually acceptable product, and 3) implement a successful deliverables plan that includes: names for room listing, number of rooms needed, requested activities and finalized itinerary prior to arrival on site BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. TWO awards will be made; (1) for the Developmental Retreat BPA and (1) for the Ski Retreat BPA. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 28 October 2016 at 2:00PM PST. If there is anything related to these BPA that the Government should consider, please make it known. APPENDIX 1: Questions 1. How can the government ensure that we are not limiting ourselves to a set number of rooms when making reservations? If we say "lodging shall consist of space for at least 40 personnel..." but there ends up being only 20 personnel, how would that event be handled in the 24-72 hours leading up to arrival at the resort/hotel? 2. The Government needs to be able to set reasonable minimum and maximum dates for deliverables due to varying shift schedules for the men and women of the 9th Reconnaissance Wing. Is there a way to remain flexible with your resort/hotel to allow for shortened, or closer than normal, deadlines for names for rooms, activities, arrival/departure times? a. I.e. 7 days before arrival send names of individuals in the requested number of rooms, 5 days prior to arrival all meal choices are confirmed, 3 days prior to arrival, confirm the number of rooms to be used or dropped off. This is to allow maximum flexibility for the Government in conjunction with standard lodging/hospitality practice.
