Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department Philadelphia Office intends to acquire Lean Six Sigma mentoring and training services in support of the Bureau of Medicine and Surgery. Under this requirement, the contractor will be responsible for providing project management, mentorship of belts, and support of the Belt Development Program. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The contractor will mentor the Regional Black Belts (RBB), Command Black Belts (BB) and Green Belts (GB) in the use of more sophisticated methodologies used by industry. The contractor will train and mentor the primary elements of LSS as defined by the Department of the Navy (DoN) which includes “ Business Process Management, Six Sigma, Design for Six Sigma (DFSS), and Lean. Training will include a spectrum of improvement processes. The contractor will utilize DMAIC, DMADV, and RIE. The placement of a firm fixed price contract in accordance with FAR 12, Acquisition of Commercial Items, is anticipated. The base Period of Performance is from 1 July 2017 through 30 September 2017, plus four one-year options ending 30 September 2021, if all options are exercised in accordance with FAR 52.217-9. Additionally, it is anticipated that FAR 52.217-8 will also be included in the solicitation which could potentially extend performance through 31 March 2022, in the need arises. This requirement will be competed on a 100% small business set-aside basis. It is anticipated that solicitation N00189-17-R-Z0008 will be released around 17 November 2016. The solicitation will be made available electronically upon its release to NECO, www.neco.navy.mil. The applicable NAICS code is 611430.
