- Under Statutory Authority 41 U.S.C. 1901 Simplified Acquisition Procedures, the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with the University of Wisconsin Carbone Cancer Flow Cytometry Facility to provide researchers access to a variety of flow cytometry instrumentations. The main instrument intended for use will be the MACSQuant 10, which will measure the blood flow of the pulmonary microvasculature in isolated rat lungs by subjecting the lungs to various conditions and infusing small fluorescent microspheres into the circulation. This procurement is Dr. Conhaim's VA grant entitled "Conhaim Flow Cytometry". The VA requires a contractor within close vicinity of the VA Madison Hospital for expedited delivery of data collections from the VA research facility to the diagnostic lab for testing and diagnosis. This procurement is being conducted pursuant to 38 USC 8153(a)(3)(A) and in accordance with FAR 13.106-3(b)(3)(i).", only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for one base year and two one-year options to be exercised at the Government's discretion. The NAICS Code is 541720. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 8:00AM (CST) 10/21/2016. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with the University of Wisconsin Carbone Cancer Flow Cytometry Facility.
