Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, identified as VA250-17-Q-0010, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. This not a set-aside request and the associated NAICS code is 339113 and small business size standard is 750 employees. This procurement is for new Equipment ONLY. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Vendor must provide original documentation from the manufacturer, on manufactures official letterhead, stating distribution authority of specified items. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/Far/ The following provisions and clauses apply to this acquisition. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR clause 52.212-1, Instructions to Offerors -Commercial Items applies to this acquisition. In accordance with FAR clause 52.212-2 Evaluation-Commercial Items based on the technical capabilities of the items offered to meet the Government requirement; along with the price and past performance which would lead to the best value for the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on the capability to provide the requested items as described, price will be evaluated to include cost for items. All offerors should complete and include a copy of the provision located at FAR 52.212-3, titled -Offeror Representations and Certifications-Commercial Items. FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. FAR clause located at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition as well as the clause's 52.232-33 Payment by Electronic Funds Transfer-System for Award Management 52.219-13 Notice of Set-Aside of Orders 52.211-5 Material Requirements. 52.211-6 Brand Name or Equal. 52.247-34 F.o.b. Destination. 52.247-48 F.o.b. Destination-Evidence of Shipment. VAAR 852.211-73 Brand name or equal.
