Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 15, in support of Veterans Affairs St. Louis Health Care System, is currently requesting information to determine the existence of viable commercial sources capable of providing comprehensive nursing-specific training to support the VASTLHCS's nursing executives' and their staffs' (directors, managers, and frontline staff) goals of establishing a Professional Nursing Framework at the VASTLHCS for the Veterans Affairs St. Louis Health Care System, John Cochran Division, 915 North Grand Blvd., Saint Louis, MO 63106. The intended contract period of performance is for one year, with options for renewal. Description of Services: Contractor to assist the VASTLHCS nursing executives and their staffs to assess the present state of nursing care at the VASTLHCS in relation to the standards required to achieve Magnet Excellence recognition by the American Nurses' Credentialing Center (ANCC); draw up a plan to address any deficiencies discovered in the self-assessment; and execute the plan to correct those identified deficiencies; by leveraging health care industry best-practices related to strategic, operational, and management issues. The Contractor shall provide access to nursing-specific training - including surveys, tools, and best practice insights - required for the development of a Professional Nursing Framework. The Contractor must be an established consultant specializing in the field of nursing-specific training with a proven track record of successfully assisting nursing executives in the establishment of a Professional Nursing Framework that is commensurate with the standards characteristic of a professional nursing practice environment, as recognized by the Magnet Recognition Program. In addition, the Contractor must be experienced in working with the federal health care system, specifically the VA health care system. The NAICS code assigned is: 541618 (Other Management Consulting Services) and the small business size standard is $15.0 Million. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
