- Synopsis: FA8523-16-R-90704 - AN/ALQ-131 and AN/ALQ-184 Software Sustainment (Operational Flight Program) and Independent Validation & Verification This is a notice of intent that the government anticipates issuing an IDIQ Cost-Plus-Fixed-Fee/Cost Reimbursement-No Fee/FFP contract for the purchase of sustaining software and IV&V engineering support for the AN/ALQ-131 and AN/ALQ-184 Electronic Attack Pods. This requirement includes a 12 months basic year with 4 one-year options. Contractor may perform routine, mission critical and emergency software maintenance support to the ALQ-131 & ALQ-184 engineer sections, i.e., ALQ-131 Operational Flight Program; ALQ-184 Support Equipment Computer Program/Support Equipment Calibration (SECP/SECAL); ALQ-184 Mission Data Generator (MDG) and provide IV&V test services for the ALQ-131 & ALQ-184 Engineering Elements, i.e., all ALQ-131 software products to include Pods and all support equipment/tools, ALQ-184 software products associated with ALM-233, SECP/SECAL and MDG. The proposed contract will be for services/supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquisition is sole source to Southwest Research Institute (SWRI), (Cage: 26401). The NAICS Code is 541511. These services include continued provisions of highly specialized engineering services for AN/ALQ-131 sustaining engineering services and AN/ALQ-184 OFP software sustainment through IV&V. The CLIN Structure on the basic and Options consists of: ALQ-131 Software Maintenance and IV&V CPFF/FFP ALQ-131 Non-Recurring Engineering Services CPFF TBN ALQ-131 Material CR-NF ALQ-131 Travel CR-NF ALQ-131 Data NSP ALQ-184 Software Maintenance and IV&V CPFF/FFP ALQ-184 Non-Recurring Engineering Services CPFF TBN ALQ-184 Material CR-NF ALQ-184 Travel CR-NF ALQ-184 Data NSP Solicitation is expected to be released on or around 04 Nov 2016, with response due 30 days after solicitation issue date. Delivery will be in accordance with the Contract Data Requirement Lists and/or contract. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
