- Veterans Health Administration (VHA) Sources Sought Notice: VA701-16-N-0226 Office of Analytics and Business Intelligence (OABI) Survey of Healthcare Experiences of Patients (SHEP) Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Requirements: See attached Draft Performance Work Statement (PWS) (ATTACHMENT A). Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company's name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided. Draft PWS Comments: The Government is seeking input and comments on the attached Draft PWS. While not restricting comments in any way, the Government is especially interested in receiving comments in the areas listed below: Technical Questions: 1.What kind of sample selection strategies do you recommend employing or have experience with, and why? 2.What modes of survey administration do you use in data collections (e.g., postal mail, e-mail, etc.)? 3.What statistical modeling techniques and patient-mix adjustment methodologies do you use for survey data analysis? 4.What type of Quality Control procedures do you utilize to in data collection, analysis, validation, and reporting? 5.What is your process for and expertise in developing questionnaires? 6.How do you handle white mail processing and comment control? 7.What benchmarking capabilities do you have for standardized surveys, e.g., CAHPS instruments? 8.What types and/or levels of consultation services could you provide for quality improvement purposes? What would you recommend for work at the VHA National level versus at individual hospitals or outpatient clinics? 9.What tools and processes would you recommend using to support the goals of the Veteran Insights Panel as described in the draft PWS? Performance Work Statement Questions 10.Are any of the requirements included in the draft PWS unreasonable and/or unattainable? If so, why? 11.What alternative requirements should VA consider using that would meet the intent of the goals/objectives of requirements that appear to be unreasonable and/or unattainable? 12.Are any of the requirements included in the draft PWS unclear and/or ambiguous? If so, how would you recommend clarifying them? 13.Please provide any comments and/or questions you may have, as well as your thoughts on the draft PWS. 14.To accomplish the requirements of the draft PWS, what schedule and timeline would your firm propose? 15.To what extent do you think it's feasible for one firm to meet all of the requirements? 16.What else has your firm seen that could help better structure the VA offering? 17.Are there additional tasks that you think are needed for this requirement? 18.What transition plan requirements are needed to ensure continuous measurement and reporting? Acquisition Questions: 19.Provide an example of a Contract Line Item Number (CLIN) Structure that you feel would be the most efficient and effective for this award. 20.Identify potential issues or concerns (from your previous experience) that should be addressed by the VA to avoid circumstances where anticipated savings are smaller than expected or realized. 21.What existing contract vehicles does your firm utilize for similar projects? e.g., GSA Schedule 70, GWACS such as GSA Alliant, another GSA contract or BPA, open market (FAR 12&15). Are any of them applicable to this requirement? 22.Does your firm have experience (past performance data) related to a similar size and scope Federal Government Requirement? 23.Provide your company's pricing model? 24.What specific labor categories do you think are needed for this requirement? It is requested that the above information be provided no later than Thursday, November 3rd, 2016, 4:00PM EST. All Email Correspondence for this project must reference the Project Title and Sources Sought Number in the subject line of the email. Example: OABI SHEP - VA701-16-N-0226. No phone calls will be accepted. RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Sources Sought.
