Description

Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information. The solicitation number is VA244-17-R-0029 and it is issued as a Request for Proposals. Proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation. It will result in the award of a firm fixed price, all-inclusive, contract for Preventative Maintenance and Service Repair to Hobart Warewashing Equipment Qty(4) located at the Coatesville VA Medical Center, 1400 Black Horse Hill Road, Coatesville, PA, 19320. Amendments to this RFP will be published the same as the initial synopsis/solicitation. This solicitation is subject to the Service Contract Act. Note: Wage rates are attached as ATTACHMENT B. The NAICS code applicable to this requirement is 333318. The Coatesville VA Medical Center has a requirement for the service listed. Please refer to the Statement of Work which is provided as ATTACHMENT A for the specific requirements of performing these services. The anticipated period of performance for the contract is a base twelve month period, plus four (3) twelve month option periods. All work will be performed at the Coatesville VA Medical Center, 1400 Black Horse Hill Road, Coatesville, PA, 19320. Basis For Award: The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government based on lowest price/technically acceptable factors. In order to be found technically acceptable, the offer must address the following: Technical Approach, Expertise and Experience - The Contractor must provide a comprehensive technical approach for providing service and preventative maintenance as specified in the Statement of Work. The Contractor must also demonstrate an understanding of the work to be accomplished and address their expertise and experience in performing preventative maintenance and repair to equipment as identified in the Statement of Work. Past Performance - The Contractor must provide the name, telephone number and email address of a current point of contact for three references that are able to substantiate the offeror's capabilities to perform preventative maintenance and repairs in accordance with the Statement of Work. Questions - All communications regarding questions, etc., shall be submitted in MS Word format by email to Cheryl Honick cheryl.honick@va.gov. Additionally, the subject line of your email shall contain the RFP number VA244-17-R-0029. Phone calls will not be accepted. Questions are due by 10:00 AM Eastern on Tuesday, October 25, 2016. Proposal Submission Instructions - The Contractor shall submit an electronic proposal via email to Cheryl.honick@va.gov no later than 11:00 AM Eastern on Thursday October 27, 2016. The subject line shall clearly reference VA244-17-R-0029. A written notice of award or acceptance of proposal, emailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party.
