Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to purchase a DNA sequencing system directly from the manufacturer, Pacific Biosciences of California, Inc., 1380 Willow Road, Menlo Park, CA 94025, as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government will purchase one (1) Sequel System manufactured by Pacific Biosciences on a sole source basis. The purchase of this DNA sequencing System will also include on-site training, a consumable starter kit, and an extended warranty and preventative maintenance agreement for a 12-month a base period and four 12-month option periods. This DNA sequencing system is critical to the function of the Center for Genome Sciences, Molecular Translational Sciences division at USAMRIID, which is currently using the Pacific Bioscience PacBio RSII. The Pacific Biosciences Sequel sequencer is complementary to the current RSII as it uses the same proprietary approach, based on sequencing single DNA molecule: Single Molecule Real Time, or SMRT sequencing, which allows for full length transcripts and allows for simultaneous detection of epigenetic modifications. The Sequel system is covered by numerous patents owned by or licensed to Pacific Biosciences and therefore includes unique features that are not available from other DNA sequencing systems. For example, two key patented innovations are: - Zero-mode waveguide (ZMW) technology enables the isolation and real time detection of fluorescently-labeled base incorporation at the single-molecule level. - Phospholinked nucleotides produce a completely natural DNA strand through fast, accurate, and processive DNA synthesis. Pacific Biosciences's instruments generate super long reads of the average length of 10000-15000 nucleotides with longest reads exceeding 50000 nucleotides. It allows for high quality assembly of genomes with the high consensus accuracy and uniform coverage. SMRT technology has no biases and is equally good for sequencing high GC content and low complexity regions, which are the major limitations of other next generation sequencing technologies. Sequencing through long repetitive regions results in fewer or no gaps in genome assembly. Thanks to that, SMRT sequencing technology has become a gold standard for bacterial genomics. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000 employees. This announcement fulfills the synopsis requirements under FAR 5.203(a). This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the award will be issued on a sole source basis, directly to Pacific Biosciences of California, Inc.
