- Charlotte, NC Sources Sought Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Charlotte City: North Carolina Delineated Area: South : West Boulevard, East Boulevard, Kenilworth Avenue, East Morehead Street, Queens Road, Providence Road, South Wendover Road, North Wendover Road, Monroe Road, & Idlewild Road West : I-77 North : I-277 (West Brookshire Freeway), East 10 th Street, Central Avenue, & Albemarle Road East : East W.T. Harris Boulevard (see delineated area map below) Minimum Sq. Ft. (ABOA): 13,230 Maximum Sq. Ft. (ABOA): 13,230 Space Type: Office Parking Spaces (Total): 5 reserved space; additional parking per code Parking Spaces (Surface): Per local parking code Parking Spaces (Structured): 0 Parking Spaces (Reserved): 5 Full Term: 15 Firm Term: 10 Option Term: 0 Additional Requirements: The Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. Action : Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 or 500 year flood plain. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: (1) Name of owner; (2) Age of building; (3) Total existing gross square feet, and gross square feet per floor; (4) Site plan depicting the building and parking; (5) Floor plan and gross square footage of proposed space; (6) Identification of on-site parking; (7) Address or described location of building; (8) Location on map demonstrating the building lies within the delineated area; (9) FEMA map evidencing that the property lies outside the 100-year floodplain; (10) A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes; (11) Evidence of ownership, if building submitted by owner. Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; and (12) Any information related to title issues, easements, or restrictions on the use of the building. Action : for fbo postings, insert the following language only for potential sole source succeeding lease actions. Delete for procurement summary page. do not use for full and open procurements. note that any figures used for a cost benefit analysis (CBA) must be supportable. Consideration of “non-productive agency downtime” in a CBA should be rare. The U.S. Government currently occupies office and related space in a building under an expiring lease in Charlotte, NC. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
