A FINAL RFP does not exist at this time. Please DO NOT send in Proposals. If a FINAL RFP is issued, it will available on FedBizOpps.gov. Attached is a DRAFT RFP dated 4 October 2016 and DRAFT Attachments (as specified in Section J of the DRAFT RFP). Section M - Evaluation Factors for Award is not included in the DRAFT RFP. It is anticipated that if a FINAL RFP results from this notice, it will be to award a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract, for approximately $200 Million. The Government contemplates award of a maximum of (eight) 8 IDIQ Contracts as a competitive Small Business Set-Aside, of which one may be reserved for a Woman-Owned Small Business. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this DRAFT RFP. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice or not attending the Site Visit does not preclude participation in any future RFP, if any is issued. If a FINAL RFP is released, it will posted on FedBizOpps.gov. It is the responsibility of potential Offerors to monitor FedBizOpps.gov for additional information pertaining to this requirement. The anticipated NAICS code is 562910 Environmental Remediation Services, Size Standard in Number of Employees: 750. 1. REQUIREMENT INFORMATION: Anticipated work would be conducted under the Installation Restoration Program (IRP), Military Munitions Response Program (MMRP), Base Realignment and Closure Program (BRAC), Compliance Cleanup Program (CC), and/or the Operational Range Assessment Program (ORAP), which are program areas under the Army Environmental Cleanup Program. The Contract will support the Army's environmental cleanup program, replacing the existing Environmental Remediation Multiple Award (ERMA) IDIQ Contract which is nearing expiration. The Contractor shall be required to provide a wide range of environmental investigations, remediation, and munitions response activities at various installations/locations throughout the United States (US) including the territories of Puerto Rico and the Virgin Islands. The Government anticipates awarding firm-fixed price Task Orders (TOs) against the Base Contracts. 2. SITE VISIT: A Site Visit is planned for 1 November 2016 and 2 November 2016 for the Live Task Order at White Sands Missile Range, New Mexico, from approximately 8:30 AM - 4:00 PM (MDT), both days. Two days are required to tour all locations. The Site Visit will be limited to two (2) persons per Offeror. If interested in attending, Offerors MUST submit, in writing, the names of attendees to Joanna B. Cox, Contract Specialist joanna.b.cox.civ@mail.mil by NO LATER than NOON (CDT), 12 October 2016. Please provide the following: a. Full Name of no more than two (2) individuals (per Offeror). Please ensure that the names provided are accurate. b. Driver's License # c. Company/Offeror Name d. Phone Number/Email Please note that names/requests submitted PAST the NOON (CDT), 12 October 2016 DEADLINE will NOT be accepted due to Government transportation coordination requirements on WSMR. Additional Site Visit information/detailed instructions will be provided once the number of attendees is determined and access/transportation are coordinated. 3. QUESTIONS: Please note that Questions submitted in response to the DRAFT RFP will be reviewed and may be further considered for the FINAL RFP, if issued. However, Government Responses WILL NOT be provided at this time. Please utilize Attachment #8 when/if submitting Questions in response to the DRAFT RFP. ALL Questions in response to the DRAFT RFP must be submitted no later than NOON (CDT), on 19 October 2016. 4. Please contact the MICC Advocate for Competition, Scott D. Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 5. The Contract Specialist is the sole point of contact for this DRAFT RFP. The Contract Specialist will communicate directly with the Contracting Officer. The Offeror shall address any questions or concerns to the Contract Specialist.
