- Pre-solicitation synopsis: Notice of Intent to Sole Source This is not a request for quotations or an announcement of a forthcoming solicitation, but merely a notification of the Department of Army - 413 th Regional Contracting Office - Hawaii (413 th RCO-HI) intent to issue, on a sole-source basis, a firm fixed price contract under the authority of FAR 8.405-6(a)(1)(i)(B) "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized" Stamps.com 1990 E. Grand Ave. El Segundo, CA 90245-5013 // Cage Code 3ZZW1 The Government intends to procure postage metering software and services - includes multiple managing accounts, Certificate of noteworthiness and 24/7 costumer support service There will be no solicitation available for competitive quotes. Interested personnel may submit a capability statement or submit proposals. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received by 0600 Hawaii Standard Time (HST) on Friday, October 7, 2016, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. Phone calls will not be accepted.
