Description

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, is submitting this market survey to solicit statement of interest and capabilities from all businesses that are interested in and capable of providing annual database subscription for the Rockwell Collins Enhanced Map (E-MAPS) Overlay and Graphical Weather Background Overlay to be delivered via web for FIS aircraft equipped with Rockwell Collins Integrated Flight Information System (IFIS). The enhanced mapping contains world coverage of high and low level airways, controlled, restricted airspace, world geographic, political boundaries, background maps and eliminates the need to reference navigational paper charts. The IFIS E-MAPS is proprietary to Rockwell Collins Pro Line 21 Avionics Systems to include engineering and codes required for the Rockwell Collins Pro Line 21 Adaptive Flight Display equipment currently installed in the FIS Beechcraft and Challenger 605 aircraft. The proprietary equipment will only work with the Rockwell Collins Pro Line 21 IFIS/E-MAPS software. The IFIS/E-MAPS database subscription is an annual subscription requirement for account renewal or procurement of new subscription for aircraft. An Integrated Flight Information System (IFIS) provides real-time critical flight data on an aircrafts Multifunction Displays (MFDs). IFIS flight data consist of graphical weather, winds aloft, icing, turbulence and strategic information required for flight safety. The system provides situational awareness via electronic charts for approach plates, airport diagrams, chart Notice to Airmen (NOTAM), Instrument Departure Procedures (DPs), and Standard Terminal Arrival Routes (STARs). The IFIS requires an annual E-MAPS subscription to update system data for flight information. The Rockwell Collins Enhanced Map (E-MAPS) Overlay and Graphical Weather Background Overlay Database is used on the IFIS. The IFIS provides situational awareness to include visual contract with airports, approach speed, and altitude restrictions by linking aircraft position to ground features presented on the electronic charts and/or E-MAPS. The E-MAPS provide controlled and restricted airspace information and eliminate the need for paper charts with a 28-day cycle navigational database update. The FIS aircraft equipped with Rockwell Collins Integrated Flight Information System (IFIS) requires an annual database subscription service for Rockwell Collins Enhanced Map (E-MAPS) Overlay and Graphical Weather Background Overlay for Period of Performance 01/1/2017 through 12/31/2017 The North American Industry Classification System (NAICS) is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 1,250. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. Vendor capability statement to provide Rockwell Collins Enhanced Map (E-MAPS) Overlay and Graphical Weather Background Overlay must include product description and delivery method for new and renewal services. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement to satisfy FAAs Requirements 2.Vendor Business size status 3.Expertise, experience, and depth of vendor personnel 4.Maturity, adaptability, and complexity of current technology 5.Product or service acceptability 6.Availability and delivery times of products or services 7.Production processes, quality assurance practices, facilities, maintenance and logistics support capabilities. 8.Information about product design stability, planned design enhancements and impact on fielded products 9.Vendor capability to offer beneficial functional or performance trade-offs in their products or services 10.Customer references and procurement histories of other organizations of same or similar products and services, including pricing and contract performance data 11.Customary contract or license agreement terms and conditions 12.Practices of vendors engaged on producing, distributing, and supporting items, such as terms for warranties, buyer financing, maintenance and packaging, and marking 13.Availability of suitable commercial or non-developmental items, or feasibility and cost of modifying commercial or non-developmental items to meet requirements. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited quotes or proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.
