- General description of the project A new Medical Center, which is to include a part of the medical and technical facilities as well as the medical equipment, will be constructed for the U.S. Forces in the Weilerbach Storage Area (WSA) of the Rhine Ordnance Barracks Kaiserslautern, Germany. The scope of the contract includes both the construction work and design work required to reach successful completion of the construction project. This especially pertains to (large) parts of the final construction design. The design work is to be delivered after contract-award. The project is to comply with the applicable U.S. standards and codes for the construction of military medical centers. The design and construction start depend on the award procedure process. The design is to immediately start after contract-award, which is expected for the 1st quarter of 2018. It is envisioned to start construction in the 1st quarter of 2019. Completion is targeted for NLT 31 Dec 2022. This procurement will be conducted in accordance with German laws and regulations and will result in a contract with the German Government. FAR procedures and other US procurement procedures will not apply and no construction contract will be awarded by the U.S. Army Corps of Engineers. Description of the actual task The intention is to award the construction contract to a general contractor (GU). After contract-award, the GU will also deliver the design work required to reach successful completion. This especially pertains to (large) parts of the construction design. At the same time, the GU assumes responsibility to the scope of the participation conditions. Building operation start will follow the Commissioning Plan of the ordering party (AG). The GU and the general designer of the ordering party prepare the procedure to be implemented for operation start. The gross floor area (BGF) IAW DIN 277 is to amount to approx. 120,000 m². The Medical Center complex is structured into four building components: Building component 1: Clinics Building component 2: Diagnostics and Treatment, and Ambulance Garage Building component 3: Bed Tower, and Maintenance and Service Building (FDM Building) Building component 4: Administration and Chapel Furthermore, the task also includes the Central Utility Plants (CUPs) 1 and 2 and the respective utility tunnels for provision of electricity, heat, refrigeration and steam as well as the distribution to the facilities of the Medical Center to the scope of the contract (construction work and the design work required, especially in regard to the construction design). The ordering party reserves the right to take CUPs 1 and 2 and the respective utility tunnels out of the contract scope to have a third party complete the design and potentially, also execute construction. The design will be drafted using Building Information Modeling (BIM). The digital information will be provided to the GU as a basis for design. The GU shall update/continue this information until the turnover of the construction project is reached.
