Description
The Naval Air Systems Command intends to issue a delivery order under Basic Ordering Agreement N00019-13-G-0011 to Rolls-Royce Corporation, Indianapolis, IN on a sole-source basis to obtain data and technical insight to support NAVAIR airworthiness certification review of all repair configuration changes, repair procedure and limit changes, and any parts used in repair with Technical Variance (TV) activities relating to V-22 AE1107C Engine Critical Safety Items (CSIs). It is anticipated that the order will have a one-year base period and four one-year periods. Rolls-Royce is the sole developer, designer, and manufacturer of the AE1107C engine for the V-22 program. As such, Rolls-Royce Corporation is the only responsible source with the necessary access to technical data and requisite expertise to perform the contemplated effort within the required schedule. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statement received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
