Sources Sought (Request for Interested Manufacturers) FROM: Larry Brazier/407 SCMS/GUEAE TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 5895-01-485-0550CX; Traffic Collision Avoidance System (TCAS) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Traffic Collision Avoidance System (TCAS), NSN 5895-01-485-0550CX, PN 822-1293-002. ITEM DESCRIPTION The TCAS is a system used on the Air Force E-3B/C/G and E-8C platforms. The E-3B/C/G is an airborne early and control aircraft and the E-8C is a ground surveillance, battle management and command and control aircraft. This item is an aircraft collision avoidance system designed to reduce the incidence of mid-air collisions between aircraft. It monitors the airspace around an aircraft for other aircraft equipped with a corresponding active transponder, independent of air traffic control. Impediment to Competition: The original equipment manufacturers for this item is Rockwell Collins Inc. (13499) which maintains configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. Rockwell Collins is the only known source with adequate knowledge of the TCAS performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Rockwell Collins Inc. for the manufacture of the TCAS in support of the E-3B/C/G and E-8C aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 14 October 2016 by emailing Micaela Hamilton micaela.hamilton@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
