PR FD2060-16-00079 Sources Sought (Request for Interested Manufacturers) FROM: Amber Jones, 407 SCMS GULA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers for the ARC-190 CU-2314(V)4 Shunt Coupler, P/N: 622-7375-003, NSN: 5985015556138BY and the ARC-190 CU-2314 A3 Control Circuit Card Assembly (CCA), P/N: 646-6162-004, NSN: 5998013263161BY SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production for Purchase Request (PR) FD2060-16-00079. ITEM DESCRIPTION The ARC-190 radio system provides beyond line of sight (BLOS) voice communication. The antenna coupler automatically matches the RF input impedance of the antenna with the RF output impedance of the receiver-transmitter (RT) over the frequency range of 2.0000 to 29.9999 MHz. The Control A3 contains the microprocessor circuits that provide analysis of the status of the antenna circuit impedance matching network, monitor temperature and pressure sensor information, and the incoming requests from the receiver transmitter. The microprocessor circuits then initiate programmed responses to these dynamic conditions and advise the receiver transmitter of the status of the antenna coupler. Our acquisition strategy is for a four-year contract to conclude in Fiscal Year (FY) 2020. Impediment to Competition: The data to manufacturer both the ARC-190 CU-2314(V)4 Shunt Coupler and CU-2314 A3 Control Circuit Card Assembly (CCA), is proprietary to the original equipment manufacturer, Rockwell Collins, Incorporated (CAGE 13499). The Government does not own sufficient, accurate, or legible data to purchase this part from other than the current source. Rockwell Collins, Incorporated is the only known source with adequate knowledge to manufacture the ARC-190 CU-2314(V)4 Shunt Coupler and CU-2314 A3 Control CCA. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Rockwell Collins, Incorporated for the manufacture of the ARC-190 CU-2314(V)4 Shunt Coupler, in support of ARC-190 sustainment for the C-17 platform, and the CU-2314 A3 Control CCA in support of various aircraft platforms. Other interested parties may identify their interest and capability to respond to the requirement no later than 14 October 2016 by emailing Amber Jones at amber.jones.8@us.af.mil and dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
