Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N00189-16-T-Z294. The proposed contract action is for commercial items, in accordance with the Requirements Statement. The NAICS code is 333249 and the Small Business Standard is 500. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Change Notice 20150602. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP FLC Norfolk Philadelphia Office intends to solicit OptoElectronics Components on a sole source basis. This action will result in a firm fixed-price (FFP) purchase order. The proposed acquisition is to purchase assembly electronic design for Photon Counting Detectors for the Navy s Precision Optical Interferometer. The awarded contract for the above requirement is for commercial supplies for which the Government solicited and negotiated with only one source under the authority for FAR Part 13. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive proposals from any source. The Requirements Statement is as follows: REQUIREMENTS STATEMENT Design a test version of the electronic boards that will be used for the multichannel detection module, according to the mechanical and interconnection specifications. In particular, there will be a readout board to be connected to each SPAD detector, and a mainboard able to manage and acquire signal from up to 8 detector heads. To test the performance of the fabricated prototype boards, only a single detection channel will be developed, employing a free-space SPAD detector. At the completion of this phase, a report shall be provided including detailed block diagrams, a description of the electronic boards and the results of the electrical characterization. USNO requires that the detectors should be: Peltier cooled and provide one output TTL pulse per detected photon  Detection efficiency ranging from 30% at 450 nm to 50% at 550 nm to 10% at 850 nm Dead times of less than 100 ns Near simultaneous reading of 96 detectors Agency Name: U.S. Naval Observatory Address: 10391 W.
