- Past Performance Questionnaire for Services (A/E) Past Performance Questionnaire for Construction Request for Sensitive But Unclassified Building Information SOW - Appendix B - Division 1 SOW - Appendix A - POR Statement of Work Solicitation - Phase 1 The General Services Administration (GSA) is requesting a proposal to perform Design - Build Services for the Building 67 Consolidation project at the Denver Federal Center in Lakewood, CO. This procurement is being conducted using the two phase selection process found in FAR 36.3. Qualification proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two. At the conclusion of Phase 2, GSA intends to award a contract to a single Offeror for all design and all construction services pursuant to Federal Acquisition Regulation (FAR) Best Value Design-Build Selection Procedures (FAR Subpart 15.3). This acquisition encompasses the design and construction of the offices and related space as required by GSA and Bureau of Reclamation (BOR). GSA is planning the consolidation of BOR's directorates through a remodel project in Building 67. The design-build scope of work includes all labor, materials, design, engineering, construction, commissioning, and other related services necessary to support the consolidation effort and upgrade the finishes within the tenant spaces. The estimated design-build duration is approximately 24 months after the issuance of the notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220. The Small Business Size Standard is $33.5M. The total space of the building consists of approximately 372,000 gross square feet, available for use by the multiple agencies for personnel, furnishings and equipment. The space will be designed and constructed in English units. The estimated total design-build cost is between $10,000,000 and $15,000,000. The consolidation project will involve housing approximately 1,029 federal employees and contractors within 169,785 rentable square feet within Building 67. BOR is the primary tenant of Building 67, presently occupying approximately 90% of the 372,000 gross square foot office building. Building 67 was built in 1967 and is comprised of 14 floors and a penthouse. The consolidation of employees within Building 67 also includes the relocation of BOR personnel currently residing in other locations within the Denver Federal Center. The existing structure shall remain fully operational and occupied during construction. No adverse impact on tenant mission will be acceptable. Relocating employees into swing space while construction to their work area transpires will be necessary. Upgrades to the existing building will focus on improvements within the tenant spaces, with minimal work on any of the major building equipment. The scope of Design-Build Services may include, but is not limited to, the following: design/construction documents and construction work, which consists of providing all labor, equipment, and materials for a complete buildout. Please provide a completed Request for Sensitive but Unclassified Building (SBU) Information document to the Contracting Officer and Contract Specialist in order to obtain all Solicitation appendixes, attachments, and drawings. Please include a mailing address and point of contact for the information to be sent to. Please provide a phase I qualification proposal including all assumptions, for the design and construction in accordance with the requirements within the Phase I Solicitation. Attachments of the solicitation include the SOW, it's appendices, SBU, Past Performance Questionnaire for Services and Past Performance Questionnaire for Construction.
