- Reclamation's Great Plains Regional Office intends to solicit a Request for Quotation for the preparation and sealing of longitudinal and transverse random cracks on the asphalt pavement overlay on the roadway surface across the top of Seminoe Dam. Preparing and seal coating is an estimated 1,088 square yards of asphalt pavement overlay on top of Seminoe Dam. The place of performance is located at the Seminoe Dam and Power plant. Seminoe Dam is located in Carbon County approximately 51 miles northeast of Rawlins, Wyoming, and approximately 56 miles southwest of Casper, Wyoming. Pursuant to Part 13 of the Federal Acquisition Regulation, Reclamation intends to issue the Request for Quotation (RFQ) on or around August 20, 2016. The purchase order will be awarded to the responsible offeror whose quotation conforms to the essential requirements of the Request for Quotation and is most advantageous in price to the Government. The estimated price range of this acquisition is less than $25,000. Reclamation anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $36.5 Million. RFQ Number R16PS01629 will be available for viewing through electronic commerce via https://www.fbo.gov and via https://www.fedconnect.net/FedConnect/Default.htm. Quotations will be due on or around September 6, 2016 at the Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. All responsible small business sources may submit a quotation. The RFQ and any subsequent amendments and/or notices will be available to contractors on the aforementioned websites on or around August 20, 2016. The Government anticipates award of this procurement on or around September 16, 2016. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed, and complete the entire work, ready for use, within 60 calendar days. The time stated for completion shall include final cleanup of the premises. IPP: Payment requests for the anticipated purchase order must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
