- This synopsis is hereby issued in accordance with 5.203 in response to mandatory requirement for a 15-day notification. The statutory authority for this sole-source procurement is 10 U.SC. 2304(c)(1). There is reasonable basis to conclude that the supplies or services are available from only one responsible source and not other type of supplies or services will satisfy agency requirements. The purpose of this synopsis to announce the National Geospatial-Intelligence Agency's (NGA) intent to negotiate a Firm Fixed Price sole source contract with AT&T Corp, located at 3033 Chain Bridge Road, Oakton, Virginia 22124 with an anticipated award in mid November 2016. The anticipated period of performance for this contract is 1 December 2016 to 30 November 2019. For the purpose of providing, high speed network communications services including bandwidth, performance, and services to end point locations. NGA intends to award this requirement as a sole source to AT&T since the services are follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service. Additionally, at this point in time, the Government will incur substantial duplication of costs that are not expected to be recovered through a competition. However, it is the Government's intent to compete the services under the future ITEMS Transport Solicitation. The North American Industry Classification Systems (NAICS) code for this requirement is 517110 Wired Telecommunications Carriers with the size standard of 1,500 employees. This notice of intent is Not a request for proposals or quotes. Interested parties may identify their interest and capability in their response to this requirement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely withing the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued.
