Description

This Notice of Intent to Sole Source is provided to advise that the Government intends to solicit and negotiate a Sole Source, Firm-Fixed Purchase Order with only one source, Welch Allyn. This procurement is to provide preventative maintenance and software upgrades for the Connex Software System for the Manchester VAMC vital signs equipment. This software system is proprietary to the Welch Allyn and can only be updated by a Welch Allyn as they are the only vendor that has access to the licensed software and equipment and can provide preventative maintenance in accordance to the manufacturers standards. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. The Government will not pay for information submitted and any quotation/response should be emailed to Erin McIntyre at Erin.McIntyre2@va.gov by Tuesday September 27, 2016.
