Description

JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION 1.Identification of Agency and Contracting Activity. This Justification and Approval (J&A) for Other Than Full and Open Competition is executed by the Department of Veterans Affairs, Denver Acquisition and Logistics Center on behalf of the Veterans Affairs Acquisition Academy, Enterprise Shared Services. 2.Nature/Description of Action. This activity proposes to negotiate a noncompetitive award (sole source) to provide for ongoing services through the Metrics that Matter (MTM) platform, exclusively available through CEB. This platform allows capacity for an enterprise level professional learning standardized evaluation, evaluation data dashboard, and a proprietary student testing measurement algorithm. 3.Description of Supplies/Services. Metrics-That-Matter (MTM) from the Corporate Executive Board (CEB) is a SaaS (software as a solution) that provides an industry recognized professional learning standardized evaluation, evaluation dashboard, and student testing platform with the proven capacity to provide these services on an enterprise level. VAAA, Enterprise Shared Services (ESS) requires the following proprietary system features only available through the MTM (Metrics that Matter) platform: "Metrics that Matter contains a benchmark database of over 1 Billion data points. Benchmarks are provided to clients as part of the standard program deployment to help identify relative program strengths and weakness. No other vendor has access to CEB's extensively developed benchmark database. "Benchmarks are provided to clients as part of the standard program deployment to help identify relative program strengths and weakness. No other vendor offers a benchmark database. "Metrics that Matter is the sole developer and owner of SmartSheets which uniquely provide Level 1- 5 predictive assessment items based on research from Drs. Kirkpatrick and Phillips as part of the post- event and follow-up event measurements. Industry benchmarks are aligned with each level of evaluation and included as part of the solution. Metrics that Matter, within a single platform, natively supports measurement and data visualization for all five levels of learning and all primary human capital business processes including multi-rater data collection. No other provider offers such a comprehensive solution. Additionally, VAAA has developed their internal systems and processes around this proprietary benchmark rating system. This sole source action was awarded to the following source: CEB (DUNS: 184779924) 1919 North Lynn St Arlington, VA 22209 4.Identification of Statutory Authority. The statutory exception permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1(c). 5.Demonstration of Contractor's Unique Qualifications. CEB has provided this unique service to VAAA/ESS for the past three years. The MTM platform has the following unique characteristics that far exceeds the government requirement A.CEB is the sole developer and owner of MTM platform B.MTM is the only software that automates the proprietary talent development reporting (TDR) standards: dashboard, scorecards, and executive reporting from the talent reporting. C.MTM contains a benchmark database of over 1 Billion data points. MTM is the sole exclusive provider that offers access to this benchmark database. D.MTM contains comprehensive reporting and dashboards. The report catalog contains over 150 unique report outputs, and over 100 unique widgets for dashboards. E.MTM provide for 2-4 major releases per year. These major releases represent automatic evolution of the MTM platform aligning life-cycle management of the system to industry best practices. F.MTM offers a conference evaluation module that evaluates multi-session, multi-track conferences and allows for evaluation completion on-site via mobile device. Data can be broken out across various demographics (track emphasis, instructor, etc.) G.CEB is the sole developer and owner of the proprietary tool SmartSheetsTM which uniquely provide level 1-5 predictive assessment items based on research from Dr. Kirkpatrick and dr. Phillips as part of the post-event and follow-up event measurements. Industry benchmarks are aligned with each level of evaluation and included as part of the solution. H.MTM natively supports measurement and data visualization for all five levels of learning including multi-rater data collection. I.MTM is the only tool to collect, process, calculate, and report a Net Promoter Score (NPS) for learning specifically using NPS standards. J.MTM is the only tool which is optimized for mobile data collection and reporting (MTM dashboard in the App Store). K.MTM is the only tool which has an integrated Social Learning measurement capability to validate the effectiveness and impact of informal learning assets-both standalone as well as in programs with formal assets. L.MTM has a proven ability and established relationship with Learning Management System (LMS) providers to fully automate the evaluation and analytics function. M.MTM is the only quality control system that allows you to pre-set thresholds for performance and then sends alerts when these thresholds are breached-providing real-time performance feedback. N.MTM is the only tool to predict and calculate unrealized learning value metrics to identify sources of inefficient and wasted investments. O.MTM is the only tool to automate the Phillips ROI process to use estimation, isolation, and adjustments to forecast and estimate alignment to business results. P.MTM is the only toll with pre-built dashboards aligned to learning operations by exposing efficiency, effectiveness, and business outcomes data points in one concise view. MTM allows clients the flexibility to populate dashboards using automated data feeds, data input templates as well as manually. 6.Description of efforts made to ensure offers are solicited from as many potential sources as practicable. A notice of intent to sole source will be posted in the Federal Business Opportunity System pursuant to FAR 5.203(a). A RFI (VA791-16-N-0080) was issued on May 18, 2016. A RFI (VA791-16-N-0133) was issued on. July 15, 2016 A RFI (VA791-16-Q-0143) was issued on. July 27, 2016 7.Determination of Fair and Reasonable Prices. No award shall be made until the Contracting Officer determines the costs to the Government to be fair and reasonable. This determination will be based on sources such as comparison of other contracts' for the same or similar services, the contractor's public price list, Internet Search Engines and CEB's quote. 8.Description of Market Survey. Through multiple published RFIs and analysis of tools available on the market place, VA could not find a source that could completely satisfy the requirement and offer the proprietary aspects of Metrics that Matter (MTM), a system in which VAAA's course evaluation has been built upon. 9.Other facts supporting the use of other than full and open competition. VAAA operates in a continuous improvement environment. Measurement of the academy's training and instructional programs against established benchmarks has been a staple of operation since the inception of the academy. CEB has allowed the academy to mature its evaluation measurement program to be a mainstay in providing the academy with quantitative and qualitative data to improve continuously its program offerings. Sole sourcing to CEB for the MTM tool will ensure continuity of performance evaluation, benchmarking, maintaining constant improvement initiatives as well as reduction in risk to the government. CEB has provided this service to ESS for the past years with excellent results in meeting or exceeding the government requirements. Because of CEB's proven record of accomplishment in providing outstand service to ESS, CEB is the only source that can provide the wide array of services required in an Enterprise Evaluation Tool that will meet or exceed the government's requirement with minimum risk and cost to the government. 10.Listing of Interested Sources.
