Description
(i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-(HG)-2016-323-DM and the solicitation is being posted as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1, August 15, 2016. (iv) This is NOT set-aside, the associated NAICS Codes: 541511-Custom Computer Programming Services small business size standards is $27.5M and 541512-Computer Systems Design Services small business size standards is $27.5M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. Offers are due by 9:30 A.M. Eastern Time (EST) on September 27, 2016. (v) Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The NHLBI stimulates basic discoveries about the causes of disease, enables the translation of basic discoveries into clinical practice, fosters training and mentoring of emerging scientists and physicians, and communicates research advances to the public. It creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, and the media to promote the application of research results and leverage resources to address public health needs. The NHLBI also collaborates with international organizations to help reduce the burden of heart, lung, and blood diseases worldwide. The NHLBI Division of Intramural Research uses a software program named Planon to help simplify facilities management for the institute. This software is an all-encompassing platform that combines and integrates all tasks into one central control center. The Space and Facilities Management team requires 5 additional power user licenses with maintenance to fully enable them to perform all functionalities within the software to manage the space and facilities needs of the NHLBI. This purchase is an add-on to an original Planon software platform license purchase in 2013. Objectives: The NHLBI Division of Intramural Research uses a software program named Planon to help simplify facilities management for the institute. This software is an all-encompassing platform that combines and integrates all tasks into one central control center. The Space and Facilities Management team requires 5 additional power user licenses with maintenance to fully enable them to perform all functionalities within the software to manage the space and facilities needs of the NHLBI. This acquisition is for an add-on to an original Planon software platform license purchased in 2013. Product Overview: • The Contractor will provide 5 user licenses of Planon accelerator software with annual maintenance for use solely by the NHLBI Division of Intramural Research Space and Facilities Management Team. • The Contractor's product offering will include annual maintenance prorated to match the existing licenses annual maintenance period of performance. • The maintenance for the software will include technical support as follows: • Telephone support Mon-Fri 9 am - 5 pm Eastern Time, excluding normal business holidays with a response time of one business day for any unresolved problems; • Software updates, e.g. patches; • Access to Planon User Forum (on line community of users and peers); Anticipated Period of Performance: For the software licenses: within 30 days of receipt of order. The maintenance will be through December 31, 2016 Procurement: 1. Planon Accelerator Bundle (5 user licenses). 2. Support and Maintenance for the Planon Accelerator software licenses. Contractor's Requirements: Provide 5 user licenses, with maintenance, of Planon Accelerator for the NHLBI Division of Intramural Research Space and Facilities Team. Deliverables: NIH, NHLBI, DIR, 3 Center Drive, Bldg. 3, Rm 3W21, Bethesda, Maryland 20892 vi. Include on the RFP, Contractor's Name, Contractor's Address, DUNS Number, Taxpayer ID Number, and Solicitation Number. vii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html. EVALUATION OF PROPOSALS: The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. EVALUATION FACTORS: Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). Criterion 1: The ability to provide Planon Accelerator software licenses with maintenance to the NHLBI Division of Intramural Research Space and Facilities Management Team. viii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html. The proposal must reference the RFP Number: HHS-NIH-NHLBI-CSB-(HL)-2016-323-RMD. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. All proposals shall contain the following: 1. Name of Contracting Organization; 2. Solicitation number; 3. Contract Type; 4. Total Contract Value and Discounts; 5. Description of Requirement; 6. North American Industry Classification System (NAICS) Code; and 7. DUNS Number. x.
