Description
1. Under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Items, the National Institute of Environmental Health Sciences (NIEHS) is soliciting quotes to competitively award a firm, fixed price Purchase Order for a Mouse Embryonic Stem Cells that carry a genetic construct of the GATAd2b gene 2. The proposed acquisition is unrestricted with a North American Industry Classification System (NAICS) Code is 541712. 3. This requirement is to procure mouse embryonic stem cells carrying the GATAd2b gene in a conditional knockout format. The tissue homogenizer shall, at a minimum: shall contain this particular genetic construct, the repository shall be a well-known and respected source for mouse gene variants, ES cells, and mouse embryos and has become the most commonly used source for mouse mutations by research labs around the world; the mouse embryonic stem cells must meet specific criteria of quality control, including either 3' or 5' PCR to confirm the gene's presence as well as identification of the loxP site which allows for the conditional elimination of the gene. The two clones requested have both passed the 3' PCR and the loxP tests. NIEHS is requesting a chromosome count be performed on the two cell clones prior to delivery. The clones shall be shipped by a method that will allow them to be viable upon arrival at the NIEHS. This equipment is critical to the ongoing scientific research here at NIEHS and is needed for on-going research projects. All responsible sources capable of meeting NIEHS' requirement, as stated within the Request for Quotes (RFQ) may submit a quote, which, if received by the response date of this announcement, shall be considered. 5. The Government will award a Purchase Order resulting from this solicitation to the responsible responder whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following shall be used to evaluate quotes: Evaluation Factors a. Technical acceptability. The item in this solicitation is identified and the purchase description reflects the minimum requirements that will satisfy the Government's needs. The minimum salient physical, functional, or performance characteristics that products must meet are specified in the solicitation. b. Quality of samples c. Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106. Through these techniques the Government will determine whether prices are reasonable and complete. 6. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database in accordance with FAR 4.11. 7. Submission of Quotes: Quotes shall be forwarded to Ms. Teresa McCall via email to: teresa.mccall@nih.gov by September 23, 2016, 1:00 PM EDT.
