Description
The Network Contracting Office 2 is seeking a responsible Service Disabled Veteran Owned Small Business or Veteran Owned Small Business to provide technical and software support for the MiPACS Dental Picture Archiving and Communications System (PACS) Hardware, Software, and Servers currently in use within the Veterans Affairs (VA) New Jersey Healthcare System (NJ HCS) Brick, East Orange, and Lyons Campuses. The North American Industry Classification System (NAICS) code for this requirement is 811219 (Other Electronic and Precision Equipment Repair and Maintenance) with a size standard of $11.0 million. The Contractor shall maintain the equipment by furnishing all necessary labor, management, equipment, preventive maintenance, tools, materials, repair service, instruments, software and hardware updates and parts for service. The Contractor will provide repair service such as adjusting, replacing parts and maintaining the equipment, including all intervening calls necessary between regular services and calibrations. Contractor shall provide software updates and patches to keep Dental Service Digital Radiography PACS System current. As new technology emerges that is compatible with DICOM, the selected system must make every effort to accommodate. Preventive maintenance frequencies must comply with manufacturer's recommendations. Preventive maintenance starting months must be approved by the site specific COR and will include access to new versions, updates and patches to the MiPACS Components as they are released. Bug fixes and enhancements, including any feature requests made by users which are approved by the Contractor are provided in these updates. Contractor's Field Service Personnel must respond with a phone call to the Contracting Officer Representative (COR) and his/her designee within two (2) hours after receipt of telephoned notification 24 hours per day. If the problem cannot be corrected by phone, the Field Service Personnel will commence work (via VPN virtual response) within one (1) coverage hour after receipt of notification and will proceed progressively to completion without undue delay. Coverage hours are 24x7x365. If the problem cannot be corrected by phone, the Field Service Personnel will commence work (on-site physical response) within 24 coverage hours after receipt of notification and will proceed progressively to completion without undue delay. From the time when the Field Service Personnel commences the on-site unscheduled maintenance or VPN virtual maintenance the repair/service and/or next day express delivery of replacement parts, the repair/service must be completed within 24 hours. Replacement parts for the VA NJ HCS Dental Service Digital Radiography PACS System must be sent to the attention of the COR or Biomedical Engineering at their respective site at no additional expense of the Government. Return shipping to the Contractor (if applicable) will be at no additional expense to the Government. All parts supplied shall be compatible with existing equipment. The Contractor shall use OEM new parts only. New parts shall be furnished by the contractor and guaranteed against defects and/or failure for a period of 1 year from the date of completed installation of component. Used parts shall not be installed without approval by the COR. Government Property shall remain the property of the Government in all respect, including but not limited to hard drives; ePHI (electronic patient healthcare information), etc. Parts replaced become the property of the Government. The Contractor shall take all responsible precautions, as directed by the Government, or in the absence of such direction, in accordance with sound industrial practices, to safeguard and protect Government property. All interested and qualified parties should provide the following information via e?mail only to the Contracting Office by the stated deadline. a.Company information including Point of Contact information; b.Socio?economic category under NAICS code 811219; c.The company's capability statement outlining proof of authorization and how they will satisfy the requirements; d.Contract numbers and point of contact for previous contracts in which the contractor has provided maintenance of PACS; e.If the product is available on a General Services Administration Federal Supply Schedule (FSS) contract, please provide the applicable FSS Contract and Special Item Number SIN(s); and f.An estimated FSS or open market price for the proposed items. For planning and scheduling purposes, to insure being included in our market research for this product, responses must be received no later than 11:00 am Friday, 23 September 2016.
