- RFI F-15 Electronic Systems Test Set (ESTS) REQUEST FOR INFORMATION F-15 ELECTRONIC SYSTEMS TEST SET (ESTS) INTERFACE TEST ADAPTERS (ITAs) The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the F-15 specific ITAs for the ESTS, AN/GSM-397. The NSNs for repair under this requirement are provided as an attachment to this document (Attachment 1- NSN Listing). The F-15 ESTS ITAs are currently repaired by Northrop Grumman Systems Corporation (26916) under contract FA8538-13-D-0001. The current contract period of performance is 28 Feb 13 to 27 Feb 18. The RMC for the identified items are identified as R5/D Repair directly from a Sole Source Contractor which is not the actual manufacturer. The RMSC code "D" is utilized because the data needed to compete contract repair is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate economical description of the repair for a competitive solicitation. The contractor shall furnish all material, support equipment, tools, test equipment, and services for this effort. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Northrop Grumman Systems Corporation (26916) is the known sole source contractor for repair of these items. Northrop Grumman Systems Corporation, Lockheed Martin Corporation, and McDonnell Douglas, a wholly owned subsidiary of the Boeing Company (Boeing), are the Original Equipment Manufacturers (OEMs) that developed and built the F-15 ESTS ITAs. Northrop Grumman Systems Corporation is the original OEM of the ESTS Test Station. ITAs must be tested against the next higher assembly which is the AN/GSM-397 ESTS. There is currently only one ESTS test station available to a contractor facility, and that unit is located at Northrop Grumman Systems Corporation, Rolling Meadows. That unit must remain in place due to multiple government contract requirements utilizing the ESTS test station at Northrop Grumman. There will be no other ESTS test stations available as Government Furnished Equipment (GFE). Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. FAR 52.215-3, Request for Information (RFI) or for Planning Purposes (Oct 1997 ) applies to this request for proposal: (a) The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as provided in subsection 31.205-18 Bid and Proposal (B&P) Costs, of Federal Acquisition Regulation (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This request is issued for the purpose of: informational planning and budgetary forecasting by the Government. No samples are available for potential supplier to evaluate due to carcass constraints.
