- A. Sources Sought Notice: NHLBI-CSB-EB-2016-320-TBM B. Title: Handheld video Capillaroscopy device C. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 333314, Optical Instrument and Lens Manufacturing, for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. Information: Background The National Institutes of Health (NIH) is the nation's leading medical research agency, and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The mission of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) is to improve health by leading the development and accelerating the application of biomedical technologies. The Institute is committed to integrating the physical and engineering sciences with the life sciences to advance basic research and medical care. The Biomedical Engineering and Physical Science (BEPS) shared resource supports NIH's intramural basic and clinical scientists on applications of engineering, physics, imaging, measurement and analysis. BEPS is centrally located on the main NIH campus, and provides expertise that spans technologies ranging in scale from near-atomic resolution to intact organisms. BEPS, Infrared Imaging and Thermometry Unit (IIT), develops imaging methods for basic and clinical research. The BEPS, IIT requires a handheld video Capillaroscopy device with incident dark-field Illumination in order to increase signal to noise ratio for high resolution images. Purpose and Objectives The IIT is collaborating with clinical groups in other institutes and centers to visualize single blood cells within patients' capillaries and to monitor behavior of the cells in the spatial, time domains, and time-frequency domains. One application is to study dysfunctional microvasculature in patients with sickle-cell anemia. Capillaroscopy is traditionally done by visualizing microvessels in the nail fold area of the hand, but pigmentation of the skin in African or African American subjects can make the visualization difficult. To solve this problem, IIT will visualize the vessels beneath the tongue. This requires a handheld video capillaroscopy device with incident dark-field Illumination (needed to increase signal to noise ratio for high resolution images). Scope of Work The contractor shall provide brand name or equal specifications: The "Brand name" provided is to identify the standard of quality necessary. A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b. Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e. All proprietary information should be marked as such.
