Description
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small and large business firms capable of meeting the requirements described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). PURPOSE AND BACKGROUND INFORMATION The MK30 Mod 1 target vehicle supports Fleet training missions for submarines, surface ships and aircraft. To support Fleet training missions, MK30 Mod 1 target vehicles are battery powered by Silver-Zinc (AgZn) secondary battery cells. The Low Rate (LR 190) battery cells are used in the MK30 Mod 1 Target Vehicles. A MK30 Mod 1 Target Vehicle battery consists of 164 LR190 cells. The Naval Undersea Warfare Center Division Newport is seeking to identify potential sources that possess the technical capability and qualifications in supplying the LR190 battery cells. This requirement is a follow-on to contract N66604-12-C-0393, which was solicited as a Total Small Business Set Aside and awarded to Yardney Technical Products, Inc., now known as EaglePicher Technologies, LLC/Yardney Division. REQUESTED INFORMATION Respondents are requested to review the Technical Documentation and respond with the following information: a) Describe how the silver-zinc battery cells will be manufactured and how your processes will satisfy the requirements of the specified drawings. *Historically, the Government has purchased 4000 battery cells per year. TECHNICAL DOCUMENTATION The technical documentation associated with this Sources Sought consists of a weapons specification and a drawing. Both are labeled Distribution D which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the drawings. Please visit http://www.dlis.dls.mil/jcp for further details on the program and registration. To obtain a copy of the drawings your account in FBO needs to reflect your JCP certification. The drawing package is uploaded to the site as an attachment with access restricted to JCP certified companies only SUBMISSION DETAILS Interested parties are requested to respond to this Sources Sought Notice with a white paper in Microsoft Word for Office compatible format. Responses shall be submitted in writing, via e-mail only, to NUWCDIVNPT Contracting Office, POC Carrie Rochelle, at carrie.rochelle@navy.mil. Please limit your response to not more than 5 single-sided pages 1-inch margins; and 12 point font. Responses are due no later than fifteen (15) days after publication of this Sources Sought. Respondents should also provide a company profile, excluded from the 5-page count limit above, to include the following: i) Company Name ii) Company Address iii) Point of Contact iv) E-mail Address v) Website Address vi) Telephone Number vii) CAGE Code viii) Business Category (i.e., large, small, small disadvantaged, veteran-owned, woman-owned, etc.) based on North American Industry Classification System (NAICS) Code 335912 - Primary Battery Manufacturing, Size Standard - 1,000 employees QUESTIONS The Government does not intend to release any supplemental information related to this Sources Sought nor does the Government intend to address any technical questions related to this Sources Sought. Responses to the Sources Sought will not be returned.
