- Draft PWS, 16 Sep 16 - CN Strategic Communications, Analysis and Training SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for Counter Narcotics Strategic Communications Analysis and Training. Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. The attached DRAFT Performance Work Statement (PWS) contains a description of the US Government Counter Narcotics Strategic Communications Analysis and Training requirements in Columbia and Pakistan. The market research allows Contractors to provide their company's capability to meet the requirements of this potential contracting effort as well as provide industry insight. 2. If, after reviewing this document, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. Identify any areas of work your organization believes should be broken out exclusively for Small Business. 4. Questions relative to this market survey should be addressed to requiring activity (see POCs below). PURPOSE/DESCRIPTION The purpose of this announcement is for Market Research in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 and is issued IAW Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation for proposals; no contract shall be awarded from this announcement. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research. The Acquisition Management and Integration Center (AMIC), Counter-Narcotics and Global Threats (CN>) Division, Langley AFB, VA, is seeking to specifically identify businesses under NAICS code 541990 and other firms that may be capable of providing all or portions of these services. The Government is seeking industry feedback on the PWS to support development of the requirement and overall strategy for this potential contract. Program Description: In accordance with (IAW) DOD Counter Drug Authorities, provide open source CN intelligence collection, analysis, dissemination and training to agencies with a direct CN mission. This requirement is a platform for DOD to combat narcotics trafficking and terrorist organizations and supports the Unified Counter-Drug and Counterterrorism Campaign Plan and Support for Counter-Drug Activities and Activities to Counter Transnational Organized Crime initiatives to detect, interdict, disrupt and/or curtail activities related to substances, materials, weapons, or resources used to finance, support, secure, cultivate, process or transport illegal drugs and precursor chemicals. Support will be provided, but not limited, to the following Partner Nation agencies: •· Assistant Secretary of Defense for Counter-Narcotics and Global Threats (DASD-CN/GT) •· US Embassy Colombia •· US Southern Command (USSOUTHCOM) J3/J8 •· Ministry of Defense (MoD) for the Republic of Colombia •· Government of Colombia (GoC) •· US Embassy Pakistan •· US Central Command (CETNCOM) •· Office of the Defense Representative to Pakistan (ODRP) at the US Embassy •· Government of Pakistan (GoPAK)
