- Performance Work Statement Request For Information Request For Information (RFI) Renewable Energy Generation System (REGS) on the Redstone Arsenal, located in Huntsville, AL. This is a Request for Information (RFI) notice. The Government is seeking to update market research for solicitation W912DY-13-R-0051; issued using North American Industry Classification System (NAICS) 221117 (Biomass Electric Power Generation). The small business size standard is 250 employees. This RFI is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. 1. Contract Information The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville is seeking capability statements from companies who possess the interest and capability to execute the requirements outlined below. The objective of this requirement is to procure combined heat and power (CHP) from clean energy sources with not less than 160,000,000 kWh per year of electricity generated from renewable Feedstock Energy (also known as a renewable energy generation facility (REGF) and 380,000 klbs of steam per year on the Redstone Arsenal (RSA), located in Huntsville, AL. It is the Government's intent to purchase only the electricity and steam that is produced by the REGF, and not to acquire any generation assets. The current steam procured by RSA comes from Solid Waste Disposal Authority (SWDA) and Tennessee Valley Authority (TVA) is the current provider of electricity. Under this agreement, the Offeror will be allowed to export power to the grid as long as the requirements of the PWS (attached) are satisfied. The Government will contract with the selected Offeror to purchase the energy for the Operating Period of the contract term. The Contract Term shall not exceed 30 years in accordance with the 10 U.S.C. § 2922a. A lease will be required to meet the objective of this contract. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. 2. Submission Requirements This RFI announcement is unrestricted to allow small and large businesses to respond. The Government is seeking to identify qualified sources either singularly or as part of an assembled team. Interested companies should submit a document describing relevant demonstrated experience and qualifications via email to Tiffany.R.Campbell@usace.army.mil and Raven.A.Nall@usace.army.mil no later than 17 October 2016 in the following format: Submissions should not exceed ten - 8.5 inches x 11 inches pages (five pages if printed two-sided). The submission should address all questions in the questionnaire below and your ability to perform the work, obtain the necessary financing, etc., as stated in the contract information section of this RFI. No hard copy of facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered. What is the name of your company? 2. What is your company address? 3. Identify a responsible point of contact who can be contacted regarding your response, their phone number, and e-mail address. 4. Is your company a large business, small business, a certified 8(a) small business, certified HUBZone business and/or Service Disabled veteran owned concern? (Specify all that apply.) 5. Would you be proposing on this project as a sole contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), and/or a joint venture? (If you have proposed a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements, as well as 8(a) Program regulations described in 13 CFR 124.513.) 6. Is your company capable of providing a minimum continuous base load of 20 MW of electrical power and 380,000 klbs. per year of steam from a Renewable Combined Heat and Power Facility? 7. Would your company be capable of providing a facility to convert Municipal Solid Waste, Biomass, or other renewable source that produces feedstock steam for a Renewable Combined Heat and Power Facility? 8. Provide any examples of utility scale renewable or alternative energy projects for which you were the prime contractor, joint venture partner or first tier subcontractor responsible for the development, financing, and/or management of the design, construction and/or post construction operation. Identify the scope of your contractual responsibilities, the location, client, and size of project in terms of construction cost and energy production capacity. Identify how and by whom each project was financed and how the capital investment was (is being) amortized. 9. What is your company's project financing capability for projects taking at least one full year to complete and producing a revenue stream (assume no advance payment or financial assistance from the Government prior to or during the project construction phase)? 10. Does your company have the capability to identify and obtain all permits required by Federal, state, local and installation agencies? 11. Does your company have experience in performing investment grade feasibility studies, economic analyses such as Life Cycle Cost, Risk, Return on Investment (ROI), etc., which may be required in order to determine/demonstrate the viability of a proposed project? 12. Would your company be capable of performing the engineering analyses to identify the most economical systems size taking all factors into consideration including but not limited to steam, electricity, feedstock, and operations and maintenance? 13. Does your company have experience in working with local or regional providers of renewable energy feedstock? 14. Does your company have experience in renewable energy development and working with utility companies for access to transmission and interconnection of utilities? 15. Please provide any innovative approaches to meeting the Government's objectives, including but not limited to hybrid energy systems that combine renewable and conventional energy sources, alternate approaches for avoiding Stand-by Charges, or options for sizing the REGF to deliver cost efficiency and enhanced energy security.
