- The Defense Health Agency intends to issue a sole-source contract modification to extend the existing TRICARE Retiree Dental Program (TRDP) contract, HT9402-13-C-0006, to Delta Dental of California (DDC), in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract is a fixed-price contract and has no federally appropriated funds. All costs are covered by beneficiary premium payments. The contract modification to extend performance is necessary to continue services on the existing TRDP contract and to prepare to transition the TRDP requirement to Office of Personnel Management (OPM). The purpose of extending the current TRDP contract is to save the procurement costs associated with a short-term bridge contract competitive source selection and the transition and administrative costs associated with a new contract. The extension will also allow the OPM to transition TRDP beneficiaries into its Federal Employees Dental/Vision Insurance Program (FEDVIP) contracts which are competitively awarded. BACKGROUND: The DHA anticipates the National Defense Authorization Act for Fiscal Year 2017 will allow the Secretary of Defense to enter into an agreement with the Director of the Office of Personnel Management to allow persons currently entitled to dental care under 10 U.S.C, Section 1076c, (TRDP) to enroll in one of the FEDVIP insurance plans which provide benefits similar to those benefits currently required by 10 U.S.C. Section 1076c. The contract extension is expected to be for 12 months ( January 1, 2019, to December 31, 2019) and will provide an option to extend another 12 months (January 1, 2020, to December 31, 2020) if the transfer of the TRDP requirement to OPM FEDVIP plan is not completed. If a firm believes it can provide the required services, it shall give written notice to the contracting officer within 10 calendar days from the date of this synopsis. Its written notice shall clearly identify how and why it is capable of performing the requirement described in the attached TRDP Performance Work Statement, with sufficiently qualified personnel beginning January 1, 2019, with no disruption to beneficiary coverage or services. The firm shall describe how it would prevent a break in service and be ready to perform without the benefit of any transition-in period without any degradation of services to beneficiaries. The notice shall identify recent and relevant contracts of similar scope, complexity and magnitude which the firm has satisfactorily performed for the government. This is not a request for competitive proposals, and DHA will not respond to proposals.
