- ASP ESSP Statement of Work Request for Information - use this form to ask questions relevant to the acquisition Applicable FAR and DFAR clauses and provisions This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-16-T-0083 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, effective 14 July 2016. This procurement is being issued as a 100% small business set aside under NAICS 541370 with a small business size standard of $15 million. A single firm fixed price contract will be awarded to the lowest priced technically acceptable offer. PURPOSE: To develop/update an Explosives Safety Site Plan for the Ammunition Supply Point at Fort Pickett, Blackstone Virginia for the Virginia Army National Guard. No maps or drawings of the Ammunition Supply Point will be posted on the bid board, however, such documents may be provided to an interested bidder if requested of the contracting officer. MGRS coordinates will be provided after award. All data will be For Official Use Only (FOUO). BASIS FOR AWARD: Award will be made to the lowest priced technically acceptable offer. To be technically acceptable, the contract must meet the following: 1. No less than 3 years' experience developing and submitting Explosive Site Safety Plans for approval 2. Experience with SDSFI 3.1 (Army Adaptation Data Schema) format and compatible with ArcMap 10.3. For past performance information, contact information should include: POC Name, location, phone number and email. Also include a project name, contract number (if applicable), period of performance and brief description of the scope of work. SUBMISSION REQUIREMENTS: In order to properly evaluate offers, the following information is required to be submitted. Failure to provide one or more of the documents may result in the contractor's proposal being determined non-responsive and not being further considered for award. a. Company letterhead including vendor's Cage code, Tax ID number, company name, phone number, contact name and email. b. Completed pricing schedule (refer to Clause 252.204-7011 Alternative Line Item Structure) c. Representations and Certifications: 52.212-3 Alt I and 252.209-7991 d. Past performance including three listings of company experience with ESSP and GIS In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. In addition, the following shall be submitted no later than the 4:00 p.m. ET on Tuesday, 6 September 2016 unless otherwise changed per a written amendment to the solicitation. Failure to provide the information may result in the quote being rejected as nonresponsive. Clause 252.204-7011 ALTERNATIVE LINE ITEM STRUCTURE - Contractor must submit their firm fixed priced proposal with an alternative line item structure that conforms to their practices to ensure the resulting contract structure is economically and administratively advantageous to the Government and the Contractor. The Virginia Army National Guard will not entertain a labor hour or time and material type contract. Regardless of what line item structure the contractor submits as part of its' bid, the government reserves the right to include a line item to withhold funding until the final submission as been approved. RESPONSE DEADLINES: a. Questions shall be submitted in writing on the provided Request for Information (RFI) form to susan.e.swanson5.civ@mail.mil not later than 4:00 p.m. ET, Thursday, 22 September 2016. b. Offer packages shall be submitted electronically to susan.e.swanson5.civ@mail.mil not later than the 4:00 p.m. ET on Monday, 26 September 2016 unless otherwise amended via an amendment (SF30) or directly on the Federal Business Opportunities (https://www.fbo.gov) webpage. Contractor is responsible for monitoring fbo.gov for any changes to the solicitation. FAR 52.212-1 Addendum - Paragraphs (d) Product Samples, (e) Multiple Offers and (h) Multiple Awards are hereby deleted. WAGE DETERMINATION: As FAR Clause 52.222-41, Service Contract Labor Standards is applicable to this requirement, the contractor must pay each service employee performing work under this contract not less than the minimum wages and fringe benefits in accordance with the applicable wage determination for the state and county in which work will be performed. As work will be performed at the contractor's facility and the location will not be known until time of award, each interested vendor is required to review and price according to the applicable wage determination for their location(s). Wage determinations can be viewed at http://www.wdol.gov/sca.aspx. The wage determination in effect at the time of award for the performance location of the successful contractor will be included in any resulting award.
