- Description
- Purpose This Request for Information (RFI) is for planning purposes, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, Request for Quotation, or any other indication the Government will contract for the items contained in this RFI. The Government will not reimburse respondents for any cost associated with submission of the information being requested. The purpose of this RFI is to receive feedback from industry regarding the following effort in support of market research. Information is also being requested to assess if more than one supplier has the capability to meet the Government's need and to research socioeconomic industry status. The Marine Corps Systems Command, Marine Corps Command, Control, and Communications (MC3), Network-on-the-Move Program Office is seeking interested sources capable of providing Field Service Representative (FSR) and Instructor support for the Network-on-the Move (NOTM) Family of Systems (FoS) and Hatch Mounted Stacom Antenna System (HMSAS). Historically this requirement has been set aside for 8(a) Business Development Program. The FSRs serve as NOTM FoS Subject Matter Experts (SMEs) providing maintenance, maintenance guidance, supply reports, On-the-Job Training (OJT), technical configuration support, help desk support, and logistics support. The FSRs shall be qualified and skilled to provide the following support in network configuration, Satellite Communications ( SATCOM), and multi-user systems: User/Operator Instructions Maintenance Troubleshooting Repair process (remove and replace Government Furnished Equipment (GFE)) Preventive Maintenance Checks and Services (PMCS) Warranty actions Assist in the collection of Operator (Crew) and Intermediate (Field) Level Maintenance usage data. Installation of new equipment during software and hardware updates The vendor shall be responsible for recruiting, hiring, and preparing prospective FSR candidates for deployment to support the NOTM FoS. The NOTM systems are a family of systems that have been deployed to commands and various other units in a variety of combat platforms. The NOTM FoS consists of different configurations: Point of Presence (POP) Vehicle Kit. The NOTM POP, mounted on the host vehicle platform, is the primary hub for mounted and dismounted users, connecting them to the tactical network. The POP provides beyond Line-of-Sight (LOS) SATCOM, LOS wireless Radio Frequency (RF) to the data network and communications security equipment within the host platform. The POP also hosts the VideoScout system, enabling receipt of Unmanned Air Systems (UAS)/Full Motion Video (FMV) and video dissemination across the tactical network. Staff Vehicle (SV) Kit. NOTM SV Kits, mounted on the host vehicle platforms, are the vehicular mounted user extension nodes. The SV Kit hosts the mobile user's laptops/handheld devices and provides network connectivity and access to Command and Control (C2) applications through the POP to the tactical network. NOTM's SV Kit consists of LOS wireless devices, and data network equipment. The SV Kits also provide users with FMV access via the POP. Staff Kit. The NOTM Staff Kit is the dismounted user extension providing connectivity from the laptop to the POP via LOS wireless technologies and to the SV Kit via an ethernet cable. TMK. The TMK is the point through which the POP connects to the Combat Operations Center (COC) for services. NOTM-Air Increment 1. The NOTM-Air (NOTM-A) Increment 1 (formerly referred to as the HMSAS) provides a networking package for the KC-130J aircraft. Facilitated by a hatch mounted Ku-Band antenna and Global Network Services, this system allows SPMAGTF-CR units to conduct C4 while en-route to a distant objective. HMSAS provides VoIP, Chat, email, and file exchange extended to disadvantaged users via a LOS ANW2 network. NOTM-A Increment 2. The NOTM Program Office has received a requirement to develop, field, and support 14 NOTM-A systems, which will be mounted to the MV-22 aircraft. NOTM-A will provide an airborne, multi-enclave, local area network (LAN) with reach-back to a static command post, allowing users across one or more aircraft the ability to conduct en-route mission planning. The C2 suite shall be modular, utilize existing NOTM equipment, and be capable of being rapidly integrated onto a variety of Marine Corps airframes in a "carry-on/carry-off" fashion. NOTM Internally Transportable Vehicle (ITV) System. The Program Office has also received a requirement to field and support five MV-22 ITV systems. The NOTM-ITV will provide an airborne, multi-enclave, LAN with reach-back to a static command post for the purposes of en-route communication, collaboration and mission planning, and continued access to network connectivity and C2 applications after disembarking from the aircraft in the objective area, even in the absence of an airborne SATCOM gateway. Submission Instructions and Format Interested firms are invited to respond to this RFI by providing the following information: (1) Name and address of company (Corporate/Principal Office) (2) Name, telephone number, fax number, and e-mail address of point of contact (3) GSA Federal Supply Schedule contract number or GWAC MAS, if the contractor has an existing contract, citing the applicable labor mixes that are authorized under the referenced contract or other available contract vehicle (4) CAGE Code and DUNS Number (5) Business type (Small, Large, etc.) (6) White paper providing a statement and brief description as to the capability of providing expert and highly skilled employees who possess the necessary knowledge, skills and abilities to perform the required work. Information is also being requested to assess if more than one supplier has the capability to meet the Government's need and to research socioeconomic industry status to include the recommended North American Industry Classification System (NAICS) code. Please do not submit proposals at this time. The Government is seeking sources/information for market research at this time to determine the availability of commercial capabilities in the described areas. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. The Government will not pay for any materials provided in response to this RFI or any follow-up information requests. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. It is the contractor's responsibility to check Federal Business Opportunities for any additional data. Submissions shall be no more than five pages, excluding cover sheet, single-spaced, 8.5 x 11 paper, 1 inch margin, and no smaller than 12 point type and compatible with MS Word or Adobe PDF format. Responses to this RFI should be submitted by email to: MCSC_MC3_CONTRACTS@USMC.MIL no later than September 28, 2016. The RFI # M67854-16-I-2624 needs to be included in the subject line of the email.
