Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-89) effective The associated North American Industrial Classification System (NAICS) code for this procurement is 541512, with a small business size standard of $27.5 Background: The Center for Interventional Oncology (CIO) operates in the Clinical Center (CC), operating under the Department of Radiology and Imaging Sciences National Institutes of Health Bethesda, Md. The CIO collaborates with its sister institutes at the NIH by supporting the clinical care of their patients who are admitted to the Clinical Center. The CIO develops and performs cutting edge clinical research in the diagnosis and treatment of malignancies. Preclinical studies and eventually under IRB approved research studies to treat cancer. This technology will be integrated and developed to analyze the coordination of invasive techniques to diagnose and treat cancer of solid organs. A robotic arm has been procured that is MRI compatible with the aim that it would be used in preclinical trials to assess its use in prostate biopsies. The arm computer system required upgrades that are detailed below. Period of Performance: From date of PO receipt through at least a 1 year warranty period Purpose: The CIO requires the procurement of upgrades to the operating system to a previously procured prototype robotic system for transperinal MR-guided prostate laser ablation, the upgraded system should improve the ease and speed of MRI-guided transperineal prostate laser ablation procedures, increase catheter targeting accuracy, reduce unnecessary gland punctures, reduce ablation dosages required for full tumor coverage, and optimize the prostate ablation workflow. Specifically the robotic system shall be: • Be a clinical grade MRI-guided robotic system • Reinforce the remote catheter insertion stage • Be able to catheter track and MRI Navigate • Have wireless control interface and electronics • Control software interfaced with OncoNav and Visualase • Disposable parts and robot for sterilization I. Required items: 1) A Clinical Grade MRI-guided robotic system compatible with already procured robotic arm The current prototype system will be upgraded to a clinical grade robotic system for transperineal prostate ablation treatment. The system will be designed for use in a on-site NIH MRI scanner, with the patient in the supine position. The robotic positioner will be placed near the patient's perineum for laser catheter access. The physician will control the positioner using real-time MRI as guidance to align the catheter's trajectory with the target tumor, and then insert the catheter. The positioner will be motorized using MRI compatible pneumatic motors controlled by the physician, so the positioner and patient can be inside the scanner during MR guidance. The catheter tip will be visible in MR images and encoded with MRI compatible optical positional sensors embedded in the robot joints to verify catheter positioning relative to the target tumor. Emergency buttons allowing removal of the probe and positioner are included in the robotic system. 2) Develop a remote insertion guide for needles and catheters A remote insertion guide to facilitate transperineal prostate ablation in a 3T MRI. The remote insertion guide will allow the clinicians at the MRI gantry to insert trocars and ablation catheters to the targeted tumor without needing to move the patient in and out of the MRI scanner, potentially reducing the procedure time and minimizing targeting errors associated with patient movements, particularly for composite ablations. 3) Catheter Tracking and MRI Navigation The insertion guide referred to in #2 to provide visualization of catheter MR tracking so as to improve the needle accuracy of targeting prostate tumor for ablations. The needle insertion guide will be embedded with MRI tracking coils, which will be utilized in conjunction with MR tracking sequences to improve targeting accuracy in the presence of prostate motion. 4) Wireless control interface and electronics A robot control is required electronics to actuate the robot's movement via MRI compatible pneumatic motors, and read the catheter's position via MRI compatible optical positional encoders. The control electronics will receive optical signals from the positional sensors, convert them into electrical signals, digitize them via a National Instruments Data Acquisition Card, and stream out the coordinate data from the positioner digitally via WIFI network to the control PC. 5) Control software interfaced with OncoNav and Visualase The proposed upgraded robotic arm computer system will be integrated with OncoNav© - the existing NIH software for tumor visualization, treatment planning, image fusion, and MRI thermometry - for effective treatment planning. Software sample code will be written for integrating the positional data streaming with the mechanical and electrical hardware of the positioner, as well as for integrating robot control with the OncoNav software and the Visualase® ablation generator. The robotic positioner, OncoNav software, and the Visualase ablation generator will be unified as a highly integrated ablation system. The aim of integration is to increase catheter targeting accuracy, minimize the number of catheter insertions and punctures into the prostate, reduce ablation dosages required for full tumor coverage, and optimize the prostate ablation workflow. 6) Consumables required to be compatible with current robotic arm and in compliance with current regulations for preclinical trials: • Catheter insertion channel for the ablation catheter, • Array of markers for visualization of needle positions and orientations in MR images • Ablation catheters, • Trocars, • Catheter sheaths. 7) Intellectual property will be shared by potential vendor and NIH under appropriate agreements II. Period of Performance: From date of receipt to at least a 1 year period of warranty on parts. III. If the invoice does not comply with these requirements, the Contractor will be notified of the defect within 7 days after the date the designated billing office received the invoice (3 days for meat, meat food products, or fish, and 5 days for perishable agricultural commodities, dairy products, edible fats or oils) with a statement of the reasons why it is not a proper invoice. (See exceptions under II., below.) Untimely notification will be taken into account in the computation of any interest penalty owed the Contractor. 1. Vendor/Contractor: Name, Address, Point of Contact for the invoice (Name, title, telephone number, e-mail and mailing address of point of contact). 2. Remit-to address (Name and complete mailing address to send payment). 3. Remittance name must match exactly with name on original order/contract. If the Remittance name differs from the Legal Business Name, then both names must appear on the invoice. 4. Invoice date. 5. Unique invoice #s for all invoices per vendor regardless of site. 6. NBS document number formats must be included for awards created in the NBS: Contract Number; Purchase Order Number; Task or Delivery Order Number and Source Award Number (e.g., Indefinite Delivery Contract number; General Services Administration number); or, BPA Call Number and BPA Parent Award Number. 7. Data Universal Numbering System (DUNS) or DUNS + 4 as registered in System for Award Management (SAM). 8. Federal Taxpayer Identification Number (TIN). In those exceptional cases where a contractor does not have a DUNS number or TIN, a Vendor Identification Number (VIN) must be referenced on the invoice. The VIN is the number that appears after the contractor's name on the face page of the award document. 9. Identify that payment is to be made using a three-way match. 10. Description of supplies/services that match the description on the award, by line billed.* 11. Freight or delivery charge must be billed as shown on the award. If it is included in the item price do not bill it separately. If identified in the award as a separate line item, it must be billed separately. 12. Quantity, Unit of Measure, Unit Price, Extended Price of supplies delivered or services performed, as applicable, and that match the line items specified in the award.* * NOTE: If your invoice must differ from the line items on the award, please contact the Contracting Officer before submitting the invoice. A modification to the order or contract may be needed before the invoice can be submitted and paid. B. Shipping costs will be reimbursed only if authorized by the Contract/Purchase Order. If authorized, shipping costs must be itemized. Where shipping costs exceed $100, the invoice must be supported by a bill of lading or a paid carrier's receipt. C. Mail an original and 1 copy of the itemized invoice to: National Institutes of Health Office of Financial Management, Commercial Accounts 2115 East Jefferson Street, Room 4B-432, MSC 8500 Bethesda, MD 20892-8500 For inquiries regarding payment call: (301) 496-6088 In order to facilitate the prompt payment of invoices, it is recommended that the vendor submit a photocopy of the invoice to the "Consignee" designated for the acquisition in blocks 6A - 6E of the face page of the Order/Award document. II. Invoice Payment A. Except as indicated in paragraph B., below, the due date for making invoice payments by the designated payment office shall be the later of the following two events: 1. The 30th day after the designated billing office has received a proper invoice. 2. The 30th day after Government acceptance of supplies delivered or services performed. B. The due date for making invoice payments for meat and meat food products, perishable agricultural commodities, dairy products, and edible fats or oils, shall be in accordance with the Prompt Payment Act, as amended. III. Interest Penalties A. An interest penalty shall be paid automatically, if payment is not made by the due date and the conditions listed below are met, if applicable. 1. A proper invoice was received by the designated billing office. 2. A receiving report or other Government documentation authorizing payment was processed and there was no disagreement over quantity, quality, or contractor compliance with an term or condition. 3. In the case of a final invoice for any balance of funds due the contractor for supplies delivered or services performed, the amount was not subject to further settlement actions between the Government and the Contractor. B. Determination of interest and penalties due will be made in accordance with the provisions of the Prompt Payment Act, as amended, the Contract Disputes Act, and regulations issued by the Office of Management and Budget.
