Description
Introduction: This is a request for information only. Do not submit a proposal or quote. As a part of the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) market research process, this request for information (RFI) will be used to assist VA in finalizing the Community Care Referral and Authorization (R&A) Platform Performance Work Statement (PWS) and acquisition strategy. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Background: The R&A Platform will be a standalone enterprise-wide system used by Community Care (CC) staff to generate authorizations for Veterans receiving care through the Choice Program. The R&A solution will be the tool used by all VA CC staff located throughout 142 VA medical centers to review referrals and generate authorizations for all Veterans receiving care through the Veterans Choice Program. The R&A solution will be an integrated component of the VA Community Care Information Technology (IT) architecture that allows Veterans to receive care from non-VA Community Providers. The R&A solution will be an integral part of the Community Care IT architecture changing what is currently a largely manual process into a more automated process that generates standard authorizations. The R&A solution will support business processes that are expected to: "Provide Veterans with timely referrals to a Community Provider of their choice "Provide Community Providers with authorizations consistent with industry standards "Decrease the administrative burden on VA Community Care staff members by establishing a defined process with clear accountability, consistent outcomes, and reduced turnaround times REQUIREMENTS The R&A solution must provide capabilities that support full life-cycle referral management, referral waitlist management, eHealth Exchange, Community Care benefits eligibility, community provider portal, veteran portals, direct secure messaging, and real-time analytics. The R&A solution will provide referral process workflow that automates referral tasks where possible. The R&A solution must adhere to open architecture standards and must include extensive, Health Insurance Portability and Accountability Act (HIPAA) compliant auditing capabilities. The R&A solution must support messaging with today's Healthcare standards such as Health Level Seven International (HL7), X12, CCDA, CDA. The R&A solution must be certified/verified for IHE, eHealth Exchange, MU1 and MU2 through the use of a comprehensive, unified COTS solution that enables VA to better deliver coordinated care with Community Providers. The R&A solution will provide veteran-centric functionality and care coordination solutions for cross-enterprise care teams for both VA and Community Providers. The R&A solution must also include the ability to be tailorable to VA processes and must be able to interface with VA systems, such as Identity and Access Management (IAM) and Claims/Reimbursement systems. Additionally, the R&A solution will include the ability to exchange data with existing Health Information Exchanges (HIEs). In addition, the R&A solution must be ready for installation and testing within one month of award. The requirement table below lists additional high level requirements for the R&A solution: Requirement The solution must have the ability to automatically approve a referral The solution must apply business rules to determine if a referral should be automatically approved The solution must auto assign a reviewer when it is unable to automatically approve a referral The solution must allow for review and approval of a referrals by CC staff The solution must allow for CC staff to document the appropriateness of the referral The solution must allow clinical review of a referral where appropriate The solution must allow for formulation and documentation of authorization cost estimates The solution must allow CC staff to identify if any other billable health insurance exists The solution must allow CC staff to identify a Community Provider associated with a referral The solution must generate an authorization and make it available electronically to Community Providers The solution must allow CC staff to update/modify an existing authorization The solution must allow CC staff to close a referral once an authorized episode of care is completed The solution must generate a unique authorization number that will ensure traceability from referral to payment The solution must provide integrated auditing capability The solution must include error checking that includes identification of duplicates The solution must provide workflow management capabilities with functionality that allow for automation of workflow tasks The solution must provide correspondence generation capabilities The solution must be able to provide tracking of referrals The solution must provide the capability for CC staff to assess information needs of Community Providers and Veterans The solution must be able to provide the VA the ability to view Community Provider metrics The solution must allow Community Providers the ability to request an authorization from the VA The solution must provide the capability for Community Providers and VA providers to communicate electronically The solution must provide the capability for approved Community Providers to access Veteran health information The solution must allow for VA to manage community provider access to Veteran data The solution must provide the capability for external providers to view Veteran eligibility The solution must comply with VA Enterprise Architecture principles. The solution must comply with policies including VA Handbook 6500 Questions and Critical Considerations for interested Contractors: Responses to this RFI by interested parties will be used as part of market research by VA representatives to finalize the PWS and develop the acquisition strategy. In accordance with FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. This announcement is based upon the best information available, is subject to future modification, is not a request for proposal, and in no way commits the Government to award of a contract. The VA will not be responsible for any costs incurred by responding to this RFI. This is a request for information (RFI) only. It is requested that all companies interested in participating in this effort please note their interest, and respond to the areas identified in the section below. The page limit for responses to this section is 10 pages. 1.Provide a brief summary of your R&A solution's ability and readiness to meet VA's high-level requirements detailed above, including identification of any expected modifications or customizations that would be required to support the high-level requirements. 2.Please provide an architectural overview of the R&A solution you are proposing. a.Proprietary/ Non Proprietary / Open Source b.Underlying development environment / technologies c.Hosting requirements/ options d.Configurability e.Interoperability support f.Security (role based, etc.) g.Reporting capabilities 3.Please provide a functional overview of the R&A solution you are proposing. a.Referral and Authorizations support b.Integration with VistA c.Portal functionality d.Eligibility and health benefits configuration 4.Provide a high-level estimate of the timelines needed to successfully implement the solution. 5.Please provide a description of the estimated level and cost of any on-going services, including on-going maintenance and upgrades/patches, necessary to maintain the solution throughout its lifecycle. 6.Provide a high-level cost estimate for the licenses for the solution you are proposing. 7.Provide information if services and products are available under the NASA SEWP contract vehicle.
