- Under Statutory Authority  § 41 U.S.C. 253(c)(1) the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with the University of Wisconsin Research Animal Resources Center to provide animal care, housing, and any necessary surgical procedures on the animals for the following PI (principal investigator): Dr. Kotloski's on his VA grant entitled "TBI (Traumatic Brain Injury) and Posttraumatic Epilepsy in Plasticity Susceptible and Resistant Rats". The VA requires a contractor within close vicinity of the VA Madison Hospital for expedited delivery of animals from the VA research facility to the diagnostic lab for testing and diagnosis. This procurement is being conducted pursuant to 38 USC 8153(a)(3)(A) and in accordance with FAR 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for one base year and four one year options to be exercised at the Government's discretion. The NAICS Code is 541712. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 8:00AM (CST) 09/14/2016. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with the University of Wisconsin Madison Research Animal Resources Center.
