Email submissions are preferred Solicitation Number: FA5209-16-Q-1039 Notice Type: Combined Synopsis/Solicitation Synopsis: RFQ - Purchase Uninterrupted Power Supply, ETI0019-2120EE, or equal items for 374 CS/ SCOTT Requesting Agency: 374th Communication Squadron Bldg. 653, Yokota Air Base, Fussa-shi, Tokyo 197-0001 Japan Purchasing Agency: 374th Contracting Squadron/LGCB Bldg. 620, Yokota Air Base, Fussa-shi, Tokyo 197-0001 Japan This solicitation is issued as a Request for Quotation (RFQ) in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Submit written quotation in reference to Request for Quotation (RFQ) number FA5209-16-Q-1039. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 334290, Other Communications Equipment Manufacturing. Quotes are due by 1700 (Japan Standard Time) on 20 September 2016. Quotations may be sent via e-mail to yuki.watabe.jp@us.af.mil. Email submissions are preferred. Potential offerors are to provide a quote for the purchase outlined in the following attachments: Item catalog for the subject item User Manual for the subject item FAR 52.212-3 Alt I (July 2016) -Quotations shall include a total price for the following bid schedule: CLIN 0001 - Purchase Uninterrupted Power Supply, ETI0019-2120EE, or equal items Bldg. 653 at Yokota Air Base, Japan in accordance with the attachments specified above Quantity: 3 LOT - Unit Price: $/¥_______________ Total Price: $/¥_______________ - Prices shall be all inclusive (i.e. all material, transportation, shipping fee, labor, etc.) - Quotations shall be valid for a minimum of 60 days - Desired Delivery Period: 60 calendar days after receipt of the resulting contract. - Quotation shall also include the contractor's Technical Capability (see Instructions to Offerors). INSTRUCTION TO OFFERORS: Please reference provision 52.212-1, Instructions to Offerors, below. All price quotations must include the following information: 1. Company's complete mailing and remittance address 2. Discounts for prompt payment- if any 3. Discounts to the Government-if any 4. Warranty Period 5. Quotations must be valid for a period of no less than 60 days. 6. Quotations shall include the contractors Technical Capability as follows: a) For CLIN 0001, provide a unit price, total amount, and part number. Offerors shall submit a product description in accordance with the evaluation procedures. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (July 2016) with Alternate I (Oct 2014): Offeror shall include a completed copy of the provision (See Attachment 5). FAR 52.204-7, System for Award Management, below. All offerors must be registered in System for Award Management (SAM) in order to be considered for award. If you're not registered, please register via www.sam.gov. EVALUATION PROCEDURES In Accordance With (IAW) FAR Part 13.106-2(b)(1), "The Contracting Officer (CO) has broad discretion in fashioning suitable evaluation procedures. At the CO's discretion, one or more, but not necessarily all, of the evaluation procedures in Part 14 or 15 may be used." The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the requirement will be most advantageous to the Government. The Government intends to make award to the lowest priced offeror who is technically acceptable as described below. Technical Acceptability means that a technical expert will review the quote to determine if the product meets the Government's minimum needs on a pass/fail basis. The following factors will be used in the evaluation process: 1. Price: Total Lowest Price 2. The Government's Minimum Requirements: Each quote will be evaluated for technical acceptability as defined above. When submitting, the offeror shall keep the following in mind: The description at Attachment 1 reflects the characteristics and level of quality that will satisfy the Government's needs. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this solicitation; clearly identify the item by brand name, if any; and make or model number. Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and clearly describe any modification the Offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the Offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the Offeror clearly indicates in its offer that the product being offered is an "equal" product, the Offeror shall provide the brand name product referenced in the solicitation.
