- The U.S. Department of Agriculture, ARS, WBSC, College Station, TX intends to issue a sole source award Seal Analytical, Inc., 10520 N Baehr Rd., Ste. C, Mequon, WI 53092 for an Automated Multi-Chemistry Discrete Analyzer pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In order to conduct field and laboratory experiments on factors controlling gas production and nutrient cycling from livestock manure and soil a discrete multi-chemistry analyzer is needed. An analyzer is required that has the following characteristics: 1.Ability to measure ammonia/ammonium, nitrate/nitrite, phosphorus, chloride, total Kjeldahl nitrogen, sulfide, alkalinity and other chemical analyses 2.Optimized for use with environmental samples 3.Meets performance criteria set by USEPA and other Standard bodies 4.Incorporates USEPA methods and methods developed for soil samples 5.Wide range of detection limits 6.Incorporates a 10 mm path-length temperature-stabilized optical quality flow-through cuvette 7.Employs a system to continually wipe and clean external probes and internal surface during operation to minimize sample carryover 8.Auto-dilution capability 9.Limits production of hazardous waste 10.Low cost per sample expenses 11.Minimizes personnel exposure to chemicals 12.Allows for unattended operation for up to 180 tests in a single run 13.High throughput capacity 14.PC user interface 15.Proven performance in agricultural research 16.Ability to perform up to 7 different tests in a single run, allowing for increased efficiency 17.Includes manufacturer installation and training 18.Used in other USDA-ARS laboratories, allowing for cross-laboratory evaluation of experimental results 19.Complements existing flow injection analyzer at Bushland, TX and provides a method to cross-evaluate analytical results This posting is a NOTICE OF INTENT and is not a request for quotations or proposals. No solicitation document is available and telephone requests for information will not be accepted. Potential sources who believe that they are capable of proving these supplies/services are invited to submit, in writing, substantiating documentation to the identified point of contact by no later than 15 days of the publication of this notice. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government to compete future actions based on responses to this notice is solely at the discretion of the Government.
