- 52.212-5 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2016-628 and the solicitation is issued as a Request for Quotation (RFQ) on a full and open competitive basis with no set aside restriction. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold of $150,000.00. A fixed-price type contract is contemplated for any resulting contract entered into as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: FAC 2005-89-1 / 08-15-2016. (iv) The North American Industry Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with associated business size standard 1000 employees. (v) Background The National Institute of Mental Health (NIMH), one of the 27 Institutes and Centers of the National Institutes of Health, leads the federal government for research on mental disorders. NIMH envisions a world in which mental illnesses are prevented and cured. The mission of NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. The functional MRI Facility (FMRIF) is a core resource serving the intramural research program at the NIMH. Its function is to serve as a resource by which all NIH institutes can perform Magnetic Resonance Imaging (MRI) studies that further the understanding of healthy and diseased brain anatomy, function and physiology. The Facility provides a complete environment for stimulus presentation, monitoring and recording subject behavior and physiology while performing functional MRI (fMRI). The FMRIF operates a 7-Tesla MRI scanners Siemens 7T-830. This is a highly specialized system intended for the highest possible resolution studies. Purpose and Objective: The purpose of this requirement is to obtain a high-density receive coil for the existing Siemens 7T-830 7-Tesla MRI scanner in the FMRIF. The purpose of this requirement is to provide a specialized receive coil that can be used to collect ultra-high resolution data on 7 Tesla scanner that will allow the cortical layers to be distinguished. The high density receive coil will support neurological studies and research projects performed on this system via a new high density receive coil and enhance the scope of MRI data collected at 7 Tesla on a wide range of patient populations, with an equally wide range of mental conditions. Function MRI (fMRI) at ultra high (layer-specific) resolutions is challenging with respect to large matrix sizes, limited slew rates, and long EPI trains, which enforces the usage of small FoVs. With a high density coil, the coil profiles are smaller and higher acceleration rates may be applied. The reduced sensitivity of smaller RF coils with a high density coil to more distant areas, outer volume suppresion and the SAR penalty is no longer necessary. This will provide a more thorough picture of the functioning of the brains of developing and diseased patients, and will allow researchers to draw more accurate conclusions about the brain in health and disease. Product Description: Products offered must include those salient physical, functional, or other characteristics hereby identified as the essential government requirements needing to be achieved. Specifically, products offered shall contain the ability to achieve the following essential features: Specifically, the contractor shall provide a quantity one (1) high-density receive coil, 32 channel flexible coil, and compatible with the existing 7-Tesla MRI scanners Siemens 7T-830 in accordance with the essential requirements described in this announcement. 1. The coil must interface with the Siemens 7T-830/AS VB-17A MRI system owned by NIMH. 2. The coil should be connected using an interface that is equipped with low loss preamps (NF<.5dB) and malfunction detection circuitry. The coil interface should be connected via 4 ODU plugs to the Siemens 7T-830 system. 3. The coil must be composed of 32 individual elements 1x2cm or smaller. Elements must be mounted on a minimum of 4 flexible grid that can be individually positioned. Grids must be capable of being positioned within 1mm of human head. 4. Signal to noise ratio of the coil should be measured on a spherical gel phantom of 20cm in diameter (composed of consisting of 1% agarose gel, 7.5 g/L NaCl and 30 mg/L MnCl2. SNR should be measured using a gradient echo sequence with TR/TE = 100 ms/2 ms, flip angle of 2º, isotropic resolution of 2 mm bandwidth of 1775 Hz/pixel and an acceleration factor of unity. SNR should have a minimum of 200 within 0-2cm of edge of phantom. 5. Coupling between elements should be less than -15dB. 6. Receive acceleration must be possible for a minimum of two directions with a minimum acceleration rate of 2 in each direction without loss of g-factor. GOVERNMENT RESPONSIBILITIES Offerors to this notice shall indicate warranty and shipping terms and shall indicate the soonest estimated time of delivery after receipt of an order to a government facility located at 10 Center Drive, Bethesda, MD 20892. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. CONTRACTING OFFICER'S REPRESENTATIVE (COR) The following Contracting Officer's Representative (COR) will represent the Government for the purpose of this contract: TO BE DETERMINED AT TIME OF AWARD The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; (5) otherwise change any terms and conditions of this contract; or (6) sign written licensing agreements. Any signed agreement shall be incorporated by reference in the contract. The Government may unilaterally change the COR designation for this contract. (vi) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The following is provided as an addendum to FAR clause 52.212-1, Instructions to Offerors. Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or warranty schedules applicable. Inspection and acceptance will be performed at the National Institutes of Health, National Institute on Aging, located at 251 Bayview Boulevard, Baltimore, MD 21224. The Government expected delivery and installation timeframe is 6 weeks after contractor receipt of an order resulting from this solicitation. (vii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. (a) Responses received to this RFQ will be evaluated on the basis of Lowest-Price Technically-Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable" based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. Award will be made to the lowest-priced, technically acceptable, responsible offeror. Technical acceptability shall be based on the following: 1. The Offeror must indicate in its quotation the ability to provide the all of the essential requirements. 2. The Offeror must indicate in its quotation the ability to meet the delivery requirements. Respondents that believe that they are manufacturers or authorized resellers of BRAND-NAME product described in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (viii) The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (ix) The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. An addendum to FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (x) The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition and is included as an attachment to this solicitation. (xi) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xiii) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and a price proposal. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer, or provide a copy of the valid certifications registrations and Representation and Certifications from the System of Award Management (SAM) applications at www.SAM.gov, which may be indicated on the Offeror's cover sheet. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than the date specified in this announcement.
