- SYNOPSIS: Repair/calibration for the Surface Optics Corps (SOC) 100 Hemispherical Directional Reflectometer (HDR) This synopsis is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. This proposed action is for the procurement of part replacement and repair/calibration for the Surface Optics Corps (SOC) 100 Hemispherical Directional Reflectometer (HDR). The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a sole source award under North American Industry Classification System Code (NAICS) 334516- Analytical Laboratory Instrument Manufacturing. Business size standard for NAICS 334516 is 1000 employees. PSC code: J066- Maintenance and Repair of Instruments and Laboratory Equipment. Delivery Schedule: Period of Performance: 23 September 2016 Delivery Destination: Kevin Pope AFIT/ENY 2950 Hobson Way, Bldg 640 Rm 349 WPAFB, OH 45433 Requirement: The following enumerates the services that are required to repair and recalibrate the Surface Optics Corps (SOC) 100 Hemispherical Directional Reflectometer (HDR): 1. Assess and replace gas struts, water switch, specular gold reference, and aperture. 2. Assess and re-calibrate the instrument to include theta i, theta r, the sample stage, sample mount, chopper, and polarizer. 3. Evaluate for degradation and optimization the polarizer, beam steering optics, and overhead ellipse. 4. Evaluation for system optimization the IR source temperature, mirror velocity, and system scans (intensity and resolution at multiple theta I and theta r positions). 5. Install any available SOC proprietary software updates The proposed source is Surface Optics Corporation, Surface Optics Corp, 11555 Rancho Bernardo Rd. San Diego, CA 92127 This procurement will not be competed because the aforementioned Surface Optics Corporation repair/calibration services are currently the only repair/calibration services that will satisfy the Government's requirements. The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single point of DoD registration for contractors who conduct business or who are interested in conducting business with the government.
