- Portland Area Indian Health Service (PAIHS) 1414 NW Northrup Street, Suite 800 Portland, OR 97209 Justification for other than full and open competition The Wellpinit Service Unit consists of one ambulatory care health center at Wellpinit, Washington. It serves the ambulatory needs of the Spokane and Kalispel Tribes. The service unit is staffed with 34 employees including 1 physician, 3 family nurse practitioners, 3 registered nurses, 1 dentist, 1 medical technologist, 1 X-ray technician, 1 public health nurse and support staff. Services include medical and dental, and a number of specialty clinics. Some of the specialty clinics include ear, nose and throat, pediatric, dental hygiene, women's health, podiatry, orthopedics, diabetes and oral surgery. The total number of active patients at the service unit is approximately 2,300. Due to the remote location, the Government has not been able to direct-hire for these positions and must acquire these services via contract. Contract HHSI248201300002C was awarded to the following contractor on 04/12/16: Staffing Dynamics International LLC 777 Main Street, Suite 600 Fort Worth, TX 76102 The award included a Base year and up to four (4) option years and provided direct patient care through the locum tenens services as noted above; however, the Government failed to exercise Option Year 3 and the contract expired on 04/12/16. In order for the Government to fulfill its mission of providing direct patient care, the Contracting Officer determined that a follow-on contract for one (1) year to Staffing Dynamics International was in the best interests of the Government. The original pricing at the time of award was deemed fair and reasonable and would remain the same under the follow-on contract. It was also determined that re-competing this requirement would be time-consuming and interrupt critical services, which involves providing direct patient care. This determination is made in accordance with FAR Part 6.302-2(ii)(B) " Unacceptable delays in fulfilling the agency's requirements."
