- Exception to Fair Opportunity Document The Defense Acquisition University (DAU), located at Fort Belvoir (Virginia), coordinates the Department of Defense (DoD) acquisition education and training program to meet the training and performance support requirements of more than 151,000 military and civilian personnel serving in acquisition positions worldwide. Through its dispersed campuses, the DAU sponsors acquisition curriculum and instructor training to provide a full range of basic, intermediate, and advanced courses to support the career goals and professional development of the acquisition workforce. DAU currently runs two versions of ATLAS, ATLAS SE which is outward facing and ATLAS PRO which is only accessible from inside the DAU network or via VPN. Currently, the ATLAS environment supports over 300,000 active accounts, accounting for over 1,000,000 student course completions per year. The ATLAS PRO software is the originally deployed ATLAS LMS, which is not fully documented and supports all the core system processes. ATLAS SE is a "lighter" version of ATLAS which provides basic student/instructor functionality, without requiring full access to the DAU network. Information Technology (IT) supports DAU in meeting its mission. DAU currently operates a primary LMS, AtlasPro, and a secondary LMS, Blackboard. This software system, including the AtlasPro-Blackboard integration code, is considered the AtlasPro Product Suite and together with associated infrastructure and databases are referred to as the LMS. The IT services required to support the AtlasPro Product Suite include: application operations, maintenance, development, integration, and configuration management of the LMS.DAU requires contractor support in integrating learning technologies to support DAU's mission. The contractor shall provide AtlasPro Product Suite support services, to include application operations, maintenance, development, integration, and configuration management. The scope of these services includes the following areas: •AtlasPro management, operation, maintenance •Assessment Engine management, operation, maintenance •Integration with other DAU systems, to include maintaining all existing integrations between AtlasPro and other systems and implementing new integrations between DAU LMS environment and other systems •Improvements to hardware and application architecture design •Implementation of improvements to application architecture design •Development and/or procurement of hardware and software in direct support of operations •Documentation of application functions, integrations, and architecture •Project Management and Reporting; Transition planning and support •Support migration and transition effort to DAU future/new LMS
