- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure the following items, on a sole source basis, an Advanced Collapsed Cone Engine (ACE) and associated Graphics Processing Unit (GPU), from Elekta, Inc., 400 Perimeter Center Ter Ne Ste 50, Atlanta, GA 30346 - 1227. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334519 and the business size standard is 500 employees. The delivery date is 30 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor Requirements Contractor shall provide: ­-Advanced Collapsed Cone Engine (ACE) for Oncentra Brachytherapy Treatment Planning System to be installed on Government-owned Hewlett Packard model Z820 workstation, S/N CZC4131K82; which sends data to replacement Elekta V2 Flexitron 20 High-Dose Rate (HDR) System ­-Delivery and Installation inclusive of configuration and onsite testing by a certified Nucletron engineer ­-Oncentra GPU Card Upgrade All Delivery and Travel fees shall be included. Delivery shall be at the following location: Radiation Oncology Branch, NCI Building 10 CRC, room B2-3659 10 Center Drive Bethesda, MD 20892 Inspection and Acceptance Criteria The Government shall have 30 days for inspection of each deliverable. The Government shall issue payment for each deliverable following acceptance of the deliverable. Unique Qualifications of the Contractor Specific characteristics of the Elekta Advanced Collapsed Cone Engine (ACE) for Oncentra Brachy and associated Oncentra GPU Upgrade that limit the availability to a sole source are the major unique features which lie in its compatibility with existing, Government owned treatment planning system and HDR afterloader used by ROB. The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is the Elekta (Nucletron) Oncentra Brachytherapy Treatment Planning System for Elekta HDR Remote Afterloading Devices, and the new item must coordinate, connect, or interface with the existing system in order to maintain continuity and functionality. Additionally, the Elekta Oncentra-Brachy Brachytherapy Treatment Planning System is protected by both patent and copyright. Any alteration or extension of the code that has not been specifically approved by Elekta will void existing service agreements. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 15, 2016. All responses and questions must be via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
