US Citizen Verification Form for ARDEC Armaments Collaboration Industry Day ARDEC FVS Exempt Visit Request ARDEC Armaments Collaboration Industry Day Armaments Collaboration Industry Day Agenda Distro A This special notice is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the DoD Ordnance Technology Consortium (DOTC) portal located at http://www.nac-dotc.org. The U.S. Army Research, Development and Engineering Command's Armament, Research, Development and Engineering Center (RDECOM ARDEC) will sponsor an Armaments Collaboration Industry Day scheduled for 25-26 October 2016 to provide detailed conceptual approach, technical information and requirements associated with the development of Platform-Agnostic (PA) Multi-Role Armament Systems (MRAS). It is intended for these next generation systems to be suitable for full spectrum of operations in Land, Sea, and Air Warfare. System requirements will encompass weapon performance, fire control (aiming/ tracking /guidance/navigation), munition selection and loading, programmable munition fuzing and terminal effects, launch and propellants, networked fires, and training. Emphasis will be placed on defeating the widest spectrum of threats as opposed to platform-centric point solutions. This initiative is intended to establish a holistic integrated armament systems approach that provides the Army, Navy, Air Force, Marine Corps, and SOCOM (and potentially NATO) with advanced multi-mission capabilities without compromise or dependence on legacy compatibility. The desired end state will also yield a reduction in logistical burden, investment, and sustainment costs across DoD. Our purpose is to sponsor and build an armaments collaboration community that will result in ongoing two-way open communications among all of the stakeholders and provide Warfighters with next generation weaponry for unprecedented overmatch in all battle environments. The key focus of this first meeting in the armaments "Collaboratory" will be to exchange information and ideas in order to foster collaboration and teaming across Government, large businesses, small businesses, nontraditional Government contractors and academic institutions through technical breakout and one-on-one sessions. Areas of primary interest for technology insertion and systems solutions include: agile armament systems for kinetic and/or non-kinetic target defeat; extended range/multi-role weapons and munitions; directed energy weapons (DEW); and non-lethal weapons. Enablers will include: advanced sensors and fuzing; improved warheads; explosive formulations; novel Positioning Navigation and Timing (PNT) solutions; and technologies for Anti Access/Area Denial (A2AD). All information presented during the Industry Day will be Distribution D. This Armaments Collaboration Industry Day will inform attendees about the Government needs for an integrated Multi-Role Armament Systems and will be seeking conceptual and technological input from industry. The Government is contemplating including emerging requirements in the FY18 Request for Prototype Proposals (RPP) that will be issued through the DoD Ordnance Technology Consortium (DOTC) for the National Armaments Consortium (NAC) and only NAC members can respond to such RPPs. DoD Government employees will be permitted to attend by special invitation only. Invitation notices will be distributed through separate correspondence by 30 SEPT 2016. NAC members and U.S. based DoD Contractors interested in attending should register through the following website not later than 5pm EST, 14 OCT 2016. http://surveys.ati.org/TakeSurvey.aspx?PageNumber=1&SurveyID=n61Kl96&Preview=true U.S. Citizens employed by U.S. based DoD Contractors must have their Security Officers submit a signed confirmation of U.S. citizenship on their behalf (see attached U.S. Citizenship Verification Form provided with this notice). The form should be printed on company letterhead then completed. All U.S. citizenship verification forms must be submitted no later than Friday, 14 October 2016. The forms should be submitted via e-mail to Lindsey LePine, NAC Consortium Management Firm, Lindsey.lepine@ati.org. The form may be faxed to the NAC Consortium Management Firm as an alternative option (see US Citizenship Verification Form for details). Non US Citizens who are employed by a U.S. based DoD contractor will be required to comply with the ARDEC Foreign Visit System (FVS) Exempt Visit Process. Non US Citizens are required to submit an ARDEC FVS Exempt Visit request letter (template provided with this notice) by 23 September 2016 to allow for adequate processing. Please email your complete and readable request package to Mr. Bill Hardy (william.r.hardy20.civ@mail.mil) and Mr. Andrew Pskowski (andrew.j.pskowski.civ@mail.mil). Once received, your request package will be logged and coordinated with the identified ARDEC POC. If the visit is approved, final synchronization will be accomplished between the requestor and the identified ARDEC POC. The Government does not intend to award a contract on the basis of discussions or responses at this event. The Government will not pay for any costs incurred as a result of this Industry Day or costs associated with attending this event. This event will take place at Picatinny Arsenal, NJ and specific building locations are provided within the attached draft agenda.
