- Synopsis Non-personal engineering and technical services to support research data collection activities of the Long Term Bridge Performance (LTBP) program. This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration's (FHWA) Long Term Bridge Performance (LTBP) Program has a requirement to collect research-quality performance-related data on a subset of approximately 1500 bridges nationwide consisting of four different bridge types located in any/all of 14 predefined bridge clusters and 10 predefined bridge corridors. Now that the FHWA's LTBP Program has initiated the long-term data collection phase, scientific field data will need to continue to be collected from a larger population of bridges nationwide using various non-destructive (ND), material sampling, visual, and other monitoring and assessment technologies, but on an expanded (national) basis. The primary objective of this requirement is for the Contractor to provide facilities, equipment and improvements, services, supplies, materials, and personnel, to perform activities including collecting and analyzing existing legacy data as well as field-collected research-quality performance data from a representative sample of bridges nationwide, performing preliminary data analysis and quality control (including data storage and back-up), recommending selected bridges for in-depth study, and performing in-situ data collection on a national basis on bridges for the LTBP program. The work requires skilled, knowledgeable, and experienced subject matter experts including but not limited to the areas of bridge maintenance, testing, monitoring, condition assessment utilizing sensor technologies, corrosion, load rating applications, design and analysis, bridge management, reliability and statistical analysis, and technical report writing.
